Irregularities by a KYD manager (Declaration Reception Center) and by eight applicants for allocation of national stock 2020 and 2021 were revealed by the controls carried out by OPEKEPE, according to an announcement by the Organization.
The audits, which began on 12 September 2022 and were recently completed, were mixed and included both the eight applicants and the KYD manager.
In particular, the requests for national stock allocation in 2020 and 2021 had been submitted in an identical manner, declaring pasture in good agricultural condition of significant areas without owning animals. As the Organization notes, one of the eight persons who requested allocation of national stock is a relative with a first-degree relationship with the head of the KYD.
In addition to the sanctions provided for by the legislation that will be imposed on the nine applicants (refund of unduly paid amounts, etc.) and for the KYD (investigation of conditions for the withdrawal of accreditation), OPEKEPE forwarded the relevant report to the competent prosecutorial authorities.
The KYD is based in Magnesia and the ICS (Integrated Management and Control System) applications have the following special characteristics:
– Most declared an average of about 134 parcels of land, very small in size of 2-10 hectares, a phenomenon not found in other IACS applicants who declare pastures. Likewise, the total declared lands averaged approximately 365 acres with a total of 3,310 acres.
– The declared lands are located in a different remote geographical area (Kozani and Imathia) from the area where the seat of their holding is declared (Athens, Thessaloniki, Magnesia).
– The tenancies between the applicants and the three joint landlords are all identical with very low annual wages.
– Significant declared lands from the eight applicants a) were allocated as public pastures in the technical solutions of the previous years 2016, 2017, 2018, 2019, 2020 and b) are found in the Cadastre post in 2020 and 2021 some lands were found to belong to the State .
As regards the aid paid or claimed by the nine applicants:
– The two received aid of 29,783.75 euros in 2020 and 2021, while in 2022 they did not submit an IACS declaration.
– The seven submitted an IACS declaration for 2021 and 2022 claiming to be paid an amount estimated at around 265,000 euros (which due to an audit was not collected), without actually meeting the requirements for agricultural use to receive aid, as the on-site audit showed for the agricultural use of the land.
It is noted that this report is the fourth that has been sent to justice, in the last three months, with strong indications of the involvement of KYD in the creation of artificial conditions for the allocation of increased aid from applicants (Nisyrou case).
Finally, according to OPEKEPE, there are strong indications of the involvement of the KYD in a case, which is in the process of investigation, with the alleged leasing of 5,000 acres of olive groves, from 31 applicants to obtain a national reserve in 2021. The leasing of approximately 170 acres of olive groves from each with identical supporting documents, from different remote areas of the country, leads to indications of faulty supervision by the responsible coordinating body of the KYD in 2021.
