German NGO Sea-Watch International said on its Twitter account that it had found the vessel with two merchant vessels nearby, adding that Maltese authorities had instructed the vessels not to undertake a rescue and that one of them was simply asked to fuel it.
The Alarm Phone reported that people on board were panicking, with several of them in need of medical attention. The boat had run out of fuel and the lower deck was full of water, while the captain was gone and there was no one to steer the boat, they said.
