The Register of Vaccinated Abroad is expected to be put into operation tomorrow, Monday, as the Joint Ministerial Decision entitled “Electronic registration of vaccinations and cases of coronavirus COVID-19” was published in the Official Gazette.

On the platform anagnorisi.emvolio.gov.gr which will be available tomorrow will be able to enter the vaccinated citizens who have VAT and AMKA in Greece and have completed their vaccination in one of the 27 countries of the European Union or the 33 Third Countries of eudcc, including Great Britain.

The aim is to register first the citizens over 60 years of age who have been fully vaccinated in all three installments outside Greece in order to be exempted from the fine of 100 euros that will be imposed monthly from January 16 in the context of compulsory vaccination. Secondarily, it aims at the accurate recording of the vaccinations that took place outside Greece, but also at the facilitation of the exercise of the rights of free movement and long-term residence and work in the Greek territory.

For the registration in the Register, the natural person must submit an application on a special platform that will be accessible through gov.gr, but also the relevant certificates or certificates of vaccination. After its registration in the Register, the natural person who has a digitally verifiable certificate, can apply for the issuance of an EU Covid-19 Digital Certificate, provided of course that he has been vaccinated in a country within the EU.

It is noted that citizens who are in the Tax Office for residents abroad do not need to enter the platform for the exemption from the fine, as it is done automatically.

However, citizens aged 60 and over, who are not in the tax office for foreigners, and who have been vaccinated in countries that do not support eudcc, must come to the KEP and declare their three installments in order to be exempted from the fine, however will be able to obtain a vaccination certificate.

Application process
1. The natural person enters the Platform after being authenticated using the personal codes – credentials of the General Secretariat of Information Systems of Public Administration (G.G.PS.D.D.) of the Ministry of Digital Government (taxisnet).

2. After entering the Platform, the natural person registers in special fields: a) Α.Μ.Κ.Α / Π.Α.Μ.Κ.Α / Π.Α.Α.Υ.Π.Α. and (b) the identity card or passport number. In the case of a vaccination, the natural person must also register it
date of vaccination doses preceding the last.

3. The cross-checking of the registered data is carried out by registers of public sector bodies and in particular by: a) the Registers of Police Identity Cards or Passports of the Greek Police, as the case may be, b) the Tax Registry of the Independent Public Revenue Authority (AA) .Δ.Ε.) And c) the National Register Α.Μ.Κ.Α. -EMAES of IDIKA SA, through the Interoperability Center of G.G.P.S.D.D.

4. When submitting the relevant application, certificates or attestations are attached that contain the information of par. 3 of article 2 in digitally verifiable form and in particular:
a) or EU Digital Certificate COVID-19 (EU Digital COVID Certificate – EUDCC), which bears a unique identification number and cryptographic digital signature, based on which its validity is checked,
(b) a digital certificate from a third country for which COVID-19 certificates have been issued by an implementing act of the European Commission;
(c) either a digital certificate or a certificate from a third country, for the certificates or attestations of which the joint ministerial decision has been issued.

5. After the completion of the above actions, and if the validity of the co-submitted certificates or attestations is verified, an automatic entry of the details of the natural person in the Registers follows.

Issuance of a certificate or attestation of vaccination
After the registration is completed and if the criteria set by the National Vaccination Committee against the
coronavirus, the natural person may issue:
a) Digital Certificate COVID-19 of the EU. (EU Digital COVID Certificate – EUDCC) with information on the condition of the natural person-holder regarding vaccination or coronary heart disease COVID-19,

(b) a vaccination certificate; or

It is noted that the platform for patients abroad will open in the near future.
