Starting tomorrow, Monday, June 12, the submission of applications for the energy upgrade and home saving program “Excoionamo 2023”, which will last until September 15, 2023.

The digital platform for their submission, https://exoikonomo2023.gov.gr, as well as the telephone service center, will open on Monday, June 12 and will remain open until September 15, 2023.

The program is part of the flagship projects of the Recovery and Resilience Fund and RePower, with a total budget of €300 million, of which €60 million is allocated exclusively to vulnerable households, with the aim of combating energy poverty.

Beneficiaries are expected to exceed 20,000.

Conditions for inclusion in Exochonamo 2023

The residences that will be selected for inclusion in the Program must meet the following conditions:

To exist legally.

That they have not been deemed demolishable.

To be used as main residences.

To have been classified based on the First Energy Performance Certificate (A’ P.E.A.) in a category lower than or equal to C.

Not be eligible using a short-term rental (Airbnb type).

After the application for inclusion in the Program is deemed “Eligible in Principle”, it is required to issue and submit to the Electronic Building Identity Program.

Projects which, based on the submitted expenditure documents, have been completed in terms of the physical object or have been fully executed up to the date of submission of the application will not be eligible.

The Energy Performance Certificate (EPC) must have been issued from February 1, 2020 onwards.

What interventions can be done

Replacement of frames.

Installing/Upgrading thermal insulation.

Heating/cooling system upgrade.

Domestic hot water system (DHW) using Renewable Energy Sources (RES).

Other energy saving interventions (installation of a smart management system (smart home), intelligent electrical load management systems,

Intelligent heating/cooling control systems, intelligent remote control and monitoring systems).

Who are excluded from the Program?

Entitled to participate in the Program are natural persons who retain a right in rem (full ownership / usufruct / small ownership) in an eligible residence, while potential beneficiaries of the “Save – Renovate for Young People” program cannot apply.

Only one application can be submitted for each eligible natural person.

A residence with an active application in one of the Energy Upgrade Programs, “Home Savings II”, “Save-Autonomous”, “Save 2021” and “Save-Renovate for young people” does not have the right to submit to the new program.

The criteria for scoring applications include the cost of energy savings, the income of the applicant, the age of the property, social status, etc.

Subsidy rates

The subsidy rates depending on the income and whether the residence is owned or rented are as follows:

Individual income up to 5,000 euros/family up to 10,000 euros: 75% grant for owner-occupation by the applicant, 65% for Free Concession to another Person/Rent.

Individual income from 5,000 – 10,000 euros/family income from 10,000 – 20,000 euros: 70% grant for owner-occupation by the applicant, 60% for Free Concession to another Person/Rent.

Individual income from 10,000 – 20,000 euros/family income from 20,000 – 30,000 euros: 55% subsidy for owner-occupation by the applicant, 45% for Free Concession to another Person/Rent.

Individual income from 20,000 – 30,000 euros/family income from 30,000 – 40,000 euros: 45% grant for owner-occupation by the applicant, 40% for Free Concession to another Person/Rent.

Individual income over 30,000 euros/family income over 40,000 euros: 40% grant for owner-occupation by the applicant, 40% for Free Concession to another Person/Rent.
