On the “rails” 4 billion projects for the railway network – The largest project in the history of the country

The “rails” include six projects totaling 4 billion euros that will transform the railway network, as it is the largest project in the history of our country. Today, Friday, the expression of interest files for the six projects announced by ERGOSE were submitted.

These six projects are the largest railway project in the history of the country, connecting the major Greek ports with the railway network and strengthening the cross-border rail connection with the rest of southeastern Europe. Therefore, the company plans to complete key infrastructure that will upgrade the Greek railway network, with the ultimate goal of making the country a regional hub in the field of logistics in the wider Balkans and Southeastern Europe.

According to information, three schemes submitted files: GEK TERNA – INTRACAT, AVAX-ALSTOM and AKTOR-MYTILINEOS.

These are the following projects:

• Upgrading of the existing one with doubling and installation of signaling-ETCS and electrification of the railway line in the section Alexandroupoli – Ormenio
Construction of a new railway line Thessaloniki – Sagittarius
• Railway connection of the 6th port of Thessaloniki & construction of a suburban West Thessaloniki
• Construction of a new suburban railway line in the section from the Koropi junction to Lavrio and the port of Lavrio
• Construction of a new suburban railway line for the connection of Rafina and the port of Rafina with the existing railway network
• Completion of the new double railway line Kiato-Patra in the section Rio-new port of Patras.

In each of the six competitions, ERGOSE will examine the Expression of Interest Files, submitted in the current AD phase of the tender process and will invite the candidates, who meet the Quality Selection Criteria, to participate in the next second phase of the tender process.

The second phase of the tender process includes two stages, the dialogue and the submission of bids.

During the dialogue stage between ERGOSE and the candidate contractors, the best technical solution will be determined and all available studies will be utilized. The elaboration of the required final studies will be completed by the Contractor of each project, which will result from the tender process. It is noted that the participation in the dialogue is a necessary condition for the participation of the pre-selected in the next stage (submission of binding offers).

ERGOSE, after selecting the solutions that best meet the needs of each project, will start the next stage of the tender process, for the submission of binding bids.
Contract award criterion is the most economically advantageous tender based on the best value for money, which is evaluated based on criteria related to the object of each contract.

The six railway projects, which have been selected and auctioned through Competitive Dialogue:

– are important projects planned for the completion of the national railway infrastructure,
– are public projects of strategic importance to the country, enabling the connection of major ports to the railway network and strengthening the cross-border rail connection with the Balkans and south-eastern Europe,
– are part of or interconnected with the Orient / East-med railway corridor of the Trans-European Transport Network and are included in the planning of the Ministry of Infrastructure and Transport for the programming period 2021-2027.

Upon their completion, the upgrade of the main railway axis of the country is expected to be achieved, with the main characteristics of the improvement of safety, the increase of the reliability of the railway and consequently the attraction of a larger transport project in relation to the road means.

The Chairman of the Board and CEO of ERGOSE, Christos Vinis, stressed in this regard: “We are moving forward with steady steps in the design and implementation of the six national projects, which give a developmental breath and change the transport map in our country. We strategically utilize the method of Competitive Dialogue, in order to design perfect technical projects and, at the same time, to accelerate their maturation and construction processes “.
