Six steps with the aim of fully digitizing the Land Registry
A completely different picture now has the long-suffering Land Office of Athenswhich a month earlier had drawn the spotlight because of the third-world conditions prevailing with midnight queues, handwritten lists, tensions and jostling, even professional “traffickers” for priority papers.
The competent Deputy Minister Konstantinos Kyranakis pledged then that this situation will end on Monday August 28th.
As of yesterday, a new platform was launched at ktimatologio.gov.gr where along with digital (remote) contract submission services, it now exists possibility to issue a priority number and monitor the current number from the mobile.
The picture at the Athens Land Registry Office is completely different from yesterday and the same is expected to happen in the next Offices where the platform will be implemented.
At the same time, the Ministry announced the next steps towards a fully digital Land Registry.
1) Already from July 25, the possibility of submitting contracts digitally was announcedwithout the need for physical presence. The specific platform will be strengthened to support more complex operations where required.
An indication is that 70% of the transactions in Land Registry Offices concern the filing of contracts.
2) Next month the platform for the Court Administrators will be put into operation so that electronic service can be implemented.
3) It will be created digital platform for remote legal review by Lawyers who have cooperation with the Land Offices and check the contracts so that the transfers are completed.
4) Until November the platform for digital submission of manifest errors, a very frequent phenomenon that creates delays and inconvenience in the completion of a property transfer, will be operational.
5) It starts immediately large scanning project to digitize records in all Land Registry Offices in the country so that physical presence is not needed for the title check. This is a huge project with about 600 million pages of files.
6) Finally, the most important step will be the Digital Real Estate Transfer File that will simplify and speed up buying and sellingturning conveyancing into a fully digital process for land-registered property.
