“The Administration of the Region, with the main objective of protecting the lives of citizens and enhancing security, prioritized flood protection and rainwater projects”, it is emphasized in the body’s response to the candidate regional governor of Attica, Yiannis Sgouros, who in his statement accused the Patoulis administration for delays in the preparation of studies and implementation of projects.

In its announcement, the Region describes Yannis Sgouros as a “late honoree” and accuses him of not taking substantial steps to deal with flood protection during his term of office, in contrast, as he notes, to the current administration of the Region and to the basic exhortation of the regional governor from the beginning G. Patoulis to the mayors “To contribute to the maturation of projects related to the better armoring of Attica”.

It should be noted that today the Region implements anti-flooding projects, with a budget of approximately 434 million euros from own resources and resources from the PEP “Attica 2014-2020” amounting to 112.8 million euros, while 30 million euros have been allocated for cleaning streams, which continue on a daily basis.

At the same time, the Streams Observatory has been created, through which interventions are supervised and re-planned, while in order to avoid flooding in the fire-affected areas, in collaboration with the Athens Observatory and EKPA, a General Plan was drawn up, with similar actions.

It is noted that in many of the projects difficulties are created which in the majority of them are resolved and their implementation is launched while detailed data is listed, based on which the reasons for the delays in the procedures are clarified

Particularly:

-The flood protection project in the Municipalities of Ilioupoli and Byron will be immediately re-auctioned as the proposal to settle the issue is expected from EYDAP. It is noted that the project was dissolved due to a delay in its implementation as there was a need to relocate EYDAP pipelines. To deal with the problem, new studies were drawn up, which were submitted to EYDAP and are expected to be approved so that the project can be re-auctioned.

– The Sapphos stream has been included in YMEPERA and the issuance of a call for funding is being prepared

Regarding the Sapphos stream, the Region and at the initiative of the regional governor, we assisted in the completion and completion of the study for the implementation of its settlement projects. With its completion, a new budget of 24 million euros emerged which, together with the cost of the impending expropriations (2 million euros), reaches 26 million euros. These amounts have now been included in the PEE and the declaration of expropriation and the tendering of the project are expected. Simultaneously with the regional governor’s actions, the project will be included in an invitation, which is being prepared by YMEPERA, which has already approved it and is awaiting the issuance of a funding invitation, so that the money will return to the Attica Region.

– The holistic study of Anti-Flood Protection of Western Athens is progressing

As part of the study, the environmental impact study (EIA) was prepared and sent to the Decentralized Administration for approval. From there on 01.6.21 it was forwarded to the consulting bodies to start the environmental licensing process.

With the positive opinion of the Regional Environmental Licensing Council (PESPA) from 30.3.2023, for the issuance of the Decision of Approval of Environmental Conditions (AEPO) required: Opinion of the Forest Service (came 30/5/2023) and opinion of the Municipality of Petroupoli (Board Decision 10/7/2023)

Following this, the publication of the AEPO, by the Decentralized Administration, is in the process of being written and is expected within September.

The completion of the EIA approval process is necessary in order to enable the continuation and completion of the study, which is in the final stage.

It is worth noting that this is a holistic anti-flood study, dealing with the whole of an area (West Athens), with all rural municipalities and catchment areas. It checks and corrects the inadequacies of the existing hydraulic works, proposes new interventions, along with the delineation and settlement of the main streams of the area.

The project was awarded, but there were appeals from other economic operators resulting in the delay of the award and when the tenderer was asked to extend the validity of the financial offer and the participation guarantee letter, he did not respond to the renewal of the offer due to the revaluation of materials due to the war of Ukrainian.

The Region is taking actions to update the budget so that there is pricing for the additional difficulties of the project so that when it is re-auctioned there will be a positive response from the economic operators.

– Compilation of Studies on the streams of Kineta. The contract for the preparation of the study was signed on 07-08-2020, The area under study is located on the borders of the Kineta area of ​​the Municipality of Megareo and consists of seven Hydrological basins, with a total area of ​​about 50 square kilometers, the main one being the basin of Pika.

Regarding the study, to date, the Hydrological study, the Topographical study, the Geological study, the Forestry study, the Preliminary Study of Hydraulic Works, the Demarcation study, the Geotechnical Investigation Evaluation report, Geotechnical study and the Environmental study.

Of the submitted studies, the Topographical study, the Hydrological study, the Geological study, the Geotechnical Investigation Evaluation Report and the Geotechnical study have been approved, while the issuance of environmental conditions is pending at the Ministry of Foreign Affairs. At the present stage, the EIA is in “Consultation/Opinions”, 12 agencies have responded and the opinion of the remaining 16 is expected, in order to proceed with the preparation and approval of the remaining studies, the above version of Environmental Conditions is required.
