The housing assistance framework is activated with up to 80% coverage – Three-year ENFIA exemption – Suspension of insurance contributions and investigative execution for six months
The deputy minister went on to specify the support measures decided by the government for those affected by the natural disaster that swept the country in the previous 24 hours of Civil Protection, Christos Trianyopouloswho attended the press conference together with Prime Minister Kyriakos Mitsotakis, in the coordination center set up in the building of the Region of Thessaly.
Mr. Triandopoulos announced the activation of the “tools” that the government already has at its disposal, while the Prime Minister, a few minutes earlier, had stated that from tomorrow Monday the relevant platform for first aid will be opened, stressing that the first concern is rehabilitation of damages, so that people stay in their place.
The government’s plan to support those affected includes subsidies to a large extent for the restoration of damages, both for households and businesses.
More specifically, the measures:
-The subsidy against housing assistance is up to 10,000 euros
– to support businesses up to 40,000 and to cover first repair works and buildings up to 6,000
– The housing assistance framework is activated with up to 80% coverage
-up to 70% support for affected businesses and livestock and agricultural holdings
– The cohabitation subsidy is activated
– there is a suspension of insurance contributions and investigative execution for a period of six months
– a three-year exemption from ENFIA applies
Cumulatively, the extraordinary financing reaches 45 million euros.
The statements of Mr. Triandopoulos:
From the first moment we have activated the state aid framework to support the areas affected by these widespread floods, this extreme weather phenomenon, both in Thessaly and in the other regions. Thus, the levels of the General Secretariat of Natural Disaster Recovery and State Aid have started to do the autopsies and related records. So far, they have approached 2,500 autopsies in Magnesia, Karditsa, Fthiotida, Larissa, in the prefectures, and they will continue in the coming days.
From tomorrow, the first aid platform, the arogi.gov.gr platform, opens, both for the granting of first aid against housing assistance, which reaches up to 10,000, and for first aid against the grant to support businesses, which reaches up to 4,000 – this includes livestock farms.
But of course also for the coverage of the first needs, the damage to household goods, but also the first repair work, which reaches 6,600 euros, with a special emphasis and automated process for the areas that were completely affected by the flooding phenomena.
At the same time, the framework of the housing assistance is activated with coverage of up to 80% of the repair and reconstruction of the building infrastructure, the support of businesses with a grant which reaches 70% of the estimated damage, which includes livestock units as well as agricultural ones holdings.
We cover at this point the cases covered by the framework of state financial aid – whether it was inside or outside state financial aid – for agricultural holdings and livestock units, including land capital, products, goods, machinery, equipment, so as to support the farmer who has been affected.
Of course, you will have a corresponding support framework from the Ministry of Rural Development and Food and ELGA. After all, this whole part is done in collaboration with the relevant Ministry, so that the farmers of the area who have been affected get the desired result immediately and quickly.
At the same time, for the citizens whose house has been affected, the rent subsidy and also the cohabitation subsidy are activated. That is, if someone cannot stay in their house, it is judged to be “yellow” or “red”, as we typically say, then they can receive from 300 to 500 euros to stay in another house, rent it or live with a friend or relative in the area.
At the same time, we have the granting of suspensions of obligations with regard to tax obligations, with regard to insurance obligations: suspension of enforcement actions for a period of six months. Three-year exemption from ENFIA – including plots of land in this section.
And of course we have the suspension of employment contracts, which is activated in businesses affected by the floods, with a corresponding subsidy of 534 euros so as to support the workers who will enter this regime.
Together with the Deputy Minister of the Interior, we have proceeded to support the Local Government Organizations to manage the first expenses, to proceed with the rehabilitations that have arisen. In total, in a recent published decision, we have reached €45 million in emergency funding so that Local Government Organizations can be supported. These include other areas, besides those of course that have been affected by the floods.
At the same time, in collaboration with Ms. Zaharakis, we have one more measure: the extension of the payment of the Minimum Guaranteed Income and the Housing Allowance. She will analyze it later.
All these, of course, are the measures of the support package in the context of state aid. That doesn’t mean we won’t continue to be around the area. Not only are we monitoring the progress of the implementation of all these measures, but also to be able to activate other measures, where deemed necessary, of a developmental and structural nature, to support the region and get back firmly on its feet.
We did it in other cases, we did it two years ago, when areas of Thessaly were affected by “Ianos”. We will do it now as well, in a very close cooperation framework with all the Ministries involved, with the Region, with the Municipalities, with the fellow MPs, with the service agents, with everyone, in order to get the desired result quickly, immediately.

Avgenakis: The breeders will be compensated
“No farmer, no breeder should be worried about the next day,” emphasized the Minister of Rural Development and Food, Lefteris Avgenakis from Larissa, adding that “they are not alone, we are by their side.”
Mr. Avgenakis noted that he is aware of the magnitude of the problems left behind by the bad weather Daniel and pointed out that YPAAT in cooperation with the relevant ministries and the Region of Thessaly are on their feet from the first moment.
Their first priority, as he said, is the cremation and burial of the dead animals, with the competent minister noting that “the dead animals have begun to be transported to Imathia and Arcadia” where the certified cremation grounds are located.
According to him, “we have opened other points where dead animals can be transported, in Kozani, Attiki, Trikala, Karditsa and soon in VI.PE. Larissa”.
Mr. Avgenakis noted that the dead animals should be collected and the breeders should not “worry” that the appraiser will not pass by, see them and thus lose their compensation.
“Compensations will be given normally. We have complete data at ELGA, so there won’t be the slightest problem in the process,” he said.
ELGO-DIMITRA will be in the affected areas from tomorrow-the day after tomorrow with mobile crews where he will make the necessary checks for irrigation water – not for drinking water – but mainly for the issue of soils.
As Mr. Avgenakis said on this issue, many non-territorial opinions have been heard “and soon we will have a relevant first announcement, officially, from ELGO-DIMITRA on the territories that have suffered a shock, but however it is not valid at all, according to the recommendations I had, to remain inactive for a period of 3-5 years as has been heard from various lips”.
At the same time, as the Minister of Rural Development and Food said, ELGA has started accepting applications for both animal and plant capital.
Responding to what is being said about the lack of animal feed, he noted that “Mr. Triandopoulos, in collaboration with the Region of Thessaly, have ensured and will meet these first needs”.
Speaking about the applications for the livestock, he emphasized that the applications in the “ARTEMIS” system of ELGO-DIMITRA are progressing normally.
Finally, for the plant capital, as he pointed out shortly, 100 local executives of GEOTEE will strengthen ELGA in order to complete faster everything that needs to be done.
Zaharakis: The minimum guaranteed income and the housing benefit are extended for three months
