The start of pilot operation of the new service “Digital Delivery of Land Registry Documents for Bailiffs” they announced today, Monday Ministry of Digital Governance and the Greek Land Registry. New service from 1 January 2024 will be compulsory, and it will be the only way of serving the Court Administrators from the Land Registry Offices. The Service is provided through ktimatologio.gov.gr in connection with the Electronic Service System (ESS) of the Federation of Judicial Bailiffs of Greece.

Following the digital document submission services for notaries and lawyers, as well as the recent expansion of the provision of the service to contracting citizens and legal entities, Court Clerks can now also submit the documents they draft and circulate. This is yet another digital service which aims to facilitate transactions, minimizing processing time and removing yet another “queue”.

Bailiffs should know the following:

  • Digital submission is for specific coverage areas for which information is provided through the application. (see coverage areas www.ktimanet.gr)
  • The hours for submission of electronic transactions are the same as those valid for real transactions (8.30-13.30), so as to ensure the equal treatment of transactions (based on the principle of temporal priority of real law).
  • Access to the application is carried out with the user codes issued through the relevant digital register of O.D.E.E. (portal.odee.gr), from where the relevant certification will be obtained.
  • Bailiffs must hold an approved electronic signature.

Listing development stages:

  • The service is carried out by the Judicial Commissioner (digitally through the Electronic Service System (ESS) or live).
  • The application for registration of a deed is submitted to the competent Land Office or Branch of the Hellenic Land Registry, either by filling in the unique digital service code in the case that the service has been carried out digitally through the SIE, or by attaching the service report if the service has been carried out in person.
  • A legality check is carried out and if the request is accepted, the relevant office proceeds with the invoicing.
  • The “Debt Form” is issued, through the said application, and the amount due must be paid within two working days, from the date indicated on the form. Otherwise, the application is rejected.
  • The amount indicated on the “Debt Form” is paid through a bank or web-banking.
  • After the completion of the registration of the deed, the Certificate of Registration is issued in the event that this has been requested.
