The operation of the platform starts from the Athens Prosecutor’s Office – In the first phase, the platform will be able to perform three types of performance
Within the month, the pilot operation of the platform will begin for the service of criminal documents by electronic means, to the interested party or witness, through the citizen’s electronic mailbox, as reported by the Minister of Justice George Floridis, in his document forwarded to the Parliament, as part of the parliamentary control.
The operation of the platform will start from the Athens First Instance Prosecutor’s Office and, as the Minister of Justice informs, the aim is to “immediately expand to the other Prosecutor’s Offices of the country”.
Initially, the platform will be able to perform three types of performance:
- criminal orders,
- Decisions of Lipwitnesses and
- Witness Calls
The purpose of the specific project is to serve the specific documents to the citizens, through their mailboxes, without the mediation of the police authorities, so as to disengage the personnel of the police stations from the process in question.
There will be two ways of entering the documents to be served on the platform:
1. The automated creation and transmission of the document, the data of which will be sent by the Integrated Information System of Judicial Cases of Civil & Criminal Justice (OSDDYPP) through an interface (API) to the platform. It is noted that the extension of the above system to the courts and prosecutor’s offices of the country, in addition to those of Athens, Piraeus, Thessaloniki and Chalkida, is in progress. In turn, the platform will proceed to deposit the document in the citizen’s mailbox. In turn, the platform will proceed to deposit the document in the citizen’s mailbox.
2. Manual creation of a report, through the platform, from the other prosecutors’ offices that will not have joined the OSDDYPP, by filling in the details of a special form. The platform will proceed to deposit the document in the citizen’s mailbox. The citizen will be informed about the criminal service, via SMS and e-mail. By depositing the document in the citizen’s mailbox, the public prosecutor’s office is informed and subsequently, either through the OSDDYPP system (for performances originating from OSDDYPP), or through the platform (for performances created manually), the document is created “Certificate of Performance”, which bears the characteristics provided for in paragraph 3 of article 27 of Law 4727/2020 (s.s. The procedures and means of registration, maintenance and in general the processing of electronic documents in the electronic files must meet the security terms and conditions and guarantee in particular the integrity, authenticity, confidentiality, accessibility, readability and quality of the documents, as well as the data and information contained therein). This document, after its creation, is added to the case file by the user of the platform or the OSDDYPP system.
The document of the Minister of Justice regarding the launch of the digital platform for the digital service of criminal and civil trial documents, was forwarded to the Parliament, in response to a question submitted by ND Member of Parliament Konstantina Karabatsoli, with which she requested to be informed with whom how and in what period of time will the expansion throughout Greece and especially in the prefecture of Evia, of the possibility of digital service of civil and criminal trial documents by court officials be completed, and therefore the exemption of police officers from bailiff duties and their return to their critical duties.
