By joint ministerial decision co-signed by the Minister of the Interior Niki Kerameos, the Deputy Minister of the Interior Theodoros Livanios and the minister of digital governance Dimitris Papastergioua special application is created on the website of the Public Administration (gov.gr-EPSP). for the issuance of an electronic certificate of permanent residence.

The application can be used by citizens who wish to obtain the certificate that they are permanent residents of the country, as well as by the competent administrative officials who accept citizens’ electronic applications in order to process them.

Citizens can enter the platform either with taxis codes, web banking or by using an approved electronic signature certificate. Municipal employees will use their public administration codes.

After filling in the necessary personal information, the applicant then fills in the address of his residence which is proven as follows:

With a copy of the tax return (E1) relating to the tax year preceding or identical to that of the electronic application or alternatively

Automatically from the application through interoperability with the AADE tax declaration register.

In the event that the address of the permanent residence belongs to a different municipality than the one listed in E1, then the establishment in the Municipality is proven by other appropriate means of proof such as:

– Landline account
-Electricity or natural gas bill
-Water bill

The applicant uploads the corresponding supporting document and finally submits his application.

The application is then sent electronically to the mailbox of the Municipality where the application was registered and a copy is stored in the applicant’s mailbox.

Municipal officials then take it upon themselves to process them without requiring internal prototyping procedures.

Within 10 days from the submission of the application, the Mayor checks the legality of the application and approves the certificate, which is valid for 3 months from its issuance.

The applicant is not allowed to submit another application for the issuance of a certificate of permanent residence to the same or another Municipality, before the initial application has been processed either on paper by the Municipality, or automatically electronically.
