According to the ministry, main pillar of changes is the holistic approach of all citizens through its implementation model of personal therapist. Additional real – time cost control and savings on ΕΟΠΥΥintroduction of quality indicators in the conclusion of contracts with EOPYY, expansion of PPPs, private doctors part time in the NSS and afternoon surgeries in hospitals with the participation of insurance companies, are included in changeswhich in the near future will be put in public consultation.
In particular, o doctor will refer the patient to the specialist doctor and to the hospital. Any medical operation will go through him personal doctor who will also have the role of health consultant. The treating doctor will be given incentives to register citizens in the registers he will monitor. It is examined in special categories of patients to have a specialist doctor. The citizen will have the right to choose a doctor and change him. All citizens must choose their treating physician.
In the bill for the PHC that is expected to filed τον next month, provides for the administrative and operational integration of the structures (Health Centers and TOMY) and cooperation with the private sector. By the end of 2022, another 60 VOLUMES will be created. Thus, the map in the PHC will include Health Centers, TOMY, private PHC structures as well as doctors contracted with EOPYY.
The philosophy of the way of compensation of the private doctors contracted with EOPYY is also changing. Today doctors are paid per visit of an insured. Now the fee will be made per person on an annual basis.
Changes are also promoted to ΕΟΠΥΥ, with the main inclusion of quality criteria in the conclusion of contracts with health care providers and real-time control by private companies. EOPYY will only contract with providers that meet the criteria it sets, which will also act as an incentive for upgraded services.
The rationalization of expenditures and the saving of resources by channeling where there is a real need are among the priorities of the Ministry of Health.
Also on contracts by ΕΟΠΥΥ doctors and clinics there will be a condition for making their services available to the NSS if the need arises.
In addition, private doctors are given the opportunity for part time services at the NSS to fill the gaps.
New model is also designed for afternoon surgeries in hospitals aiming to decongested the waiting list for morning surgeries. The citizen will pay 30% of the total and the doctor’s fee which will be fixed. 70% of the payment will go to the hospital and 30% that the patient will pay to the medical staff. The afternoon surgeries will work with doctors and nurses of the NSS, who will be paid.
