The second platform (EMZs) holds an electronic basis for recording and monitoring medical operations and life events of dogs and cats, such as birth, marking, loss, finding, transfer, adoption and adoption. The data is recorded for animals belonging to citizens by veterinarians and for what municipalities and animal associations are managed by authorized municipal officials and representatives of the associations respectively.

For stray management, municipalities receive an additional grant through their regular annual funding (central independent resources) that reached a total of EUR 1.5 million in 2022 and increased to EUR 5 million per year in the coming years.
Since the commencement of the operation of the EMZS (December 2023) the amount of funding of the municipalities has ceased to be determined on the basis of their extent and population and since then the funds have been available according to their “performance” in specific areas (number of sterilizations, vaccinations, marks, etc.).
