Experience from the first competition with the slow absorption of appointers may be the main reason for the reduced entries in relation to the previous test
With significant changes in the process and with the aim of leaving behind the delays of the past and to ensure meritocracy, speed and transparency, the ASEP It runs the second Panhellenic written contest For the State.
The competition enters the final line as the application process has been completed. The 47.410s who have been involved begins the preparation with the expectation of high performance and their immediate positioning, which is the demand for everyone, for the government, the independent authority and of course the candidates.
The experience of the first competition with the slow absorption of the appointed may be the main reason for the reduced entries over the previous written test, for which more than 108,000 applications had been submitted.
Undersecretary of State Vivi Charalambogiannis told RES-EIA that by the end of the year the “tank” with the appointed will be ready and it is expected that by the beginning of 2026 the absorption.
For the delay in appointing the successful candidates in the first competition, in 2023, the deputy minister said that “the first competition has already begun with two approved approved planning, 2022 and 2023. With the new provision established in October, it is now allowed to absorb 20 and 20. Purpose: The year for which the positions are approved to be the year that the successful people will sit on the chair, “concluded Ms. Charalambogiannis.
The philosophy of the competition is changing, as ASEP President Thanasis Papaioannou points out in RES-EIA, and explains: “The processes are being modernized as our times impose. Based on the experience we have gained from the conduct of written electronic examinations, such as the selection of public authorities or even forests, we are organizing an electronic competition for the selection of staff in the wider State for the first time. Candidates will compete in front of a computer, which will lead to a faster version of the candidates’ scores. “
This competition will meet the needs of the State for staff categories of University (IP) and Technological Education (TE) for 2026 and 2027, as part of the recruitment planning approved by the Council of Ministers each year. This means that those who do not participate in the competition will have no other opportunity to appoint at least until the next written competition.
Concerning the successful candidates of the first written competition, Mr. Papaioannou notes that on the basis of the numbers most of them had the opportunity to appoint. He states that a total of 14,837, of which 1,371 did not apply to any 2024 notice. For the 13,466 candidates, a total of 6,119 posts were announced by the planning of 2022, 2023 and 2024 while the planning of 2025 were announced 2.084. That is, for the 13,466 candidates, there has been and will have an opportunity to appoint 12,445 positions. It should be noted that so far there are 600 nominees of 2024 who did not accept their appointment.
The procedure
Clarifications have already been given to the next tender for the procedure and the timetable. The dates will depend on the number of applications submitted and the allocation of candidates in Athens and Thessaloniki. It is estimated that the electronic examination will begin in mid -June at the Athens Examination Center (in Maroussi) and then in Thessaloniki and will be completed by the end of July.
After setting the days of the competition, an electronic platform will be opened, through which candidates will select the examination center as well as the day and time they wish to be examined. If they do not do so, their distribution will be done electronically by ASEP itself.
The exams will be done electronically by the Multiple Choice questions and includes two sections: knowledge examination and skill test – work efficiency.
In the knowledge examination, candidates will be asked to answer questions related to sections a) Constitutional Law, b) Administrative Law, c) European Institutions and Law, d) Economic Sciences, (e) Public Administration and Human Resources Management, F) Information and Digital Government and Digital Government.
The questions will be drawn by drawing from the issues bank created by ASEP. There are three groups of 400 knowledge questions from all the thematic sections with the four possible answers, and the right answer will be mentioned. Questions will be gradually released, almost two weeks before the exams, depending on the time of the competition. From the first team will be asked the questions for those who compete in the first few days, from the second for those who then compete and from the third for those who will be examined in recent days.
It will be more difficult to test skills and work efficiency, as it will require more complex thinking, and in this case there will be no questions with the right answers but only questions will be posted. In particular, skills such as productive and inductive reasoning will be evaluated, while working behaviors related to the Single Skill Framework will be examined, in particular with (a) citizen orientation, b) teamwork, c) adaptability, d) outcome, e) organization and planning, and f)
The score of the written procedure is set on a scale of 1-100 while the gravity of the score for the test and work efficiency test and knowledge examination is the same (50%-50%). Unlike the first competition, there is no base rating, which means that there will be no separation of successful and failure.
As in the first competition, candidates (this time everyone and not only the “successful”) will enter a rating table by category and branch/specialty (first stage), in order to follow, in the second stage, in the posts of posts, respective sectors/specialties, under the supervision of the Ministry and the 1st and 2nd grade OTAs).
Recruitment of a body will be made in order of priority based on exam ratings, which will count additional qualifications (postgraduate, foreign languages, etc.), locality and special social criteria.
