The meeting was requested by a letter by POMIDA by the Minister of Environment and Energy, Mr. Stavros Papastavrou, on the burning urban issues related to the property owners and the organization’s proposals for their resolution.

Among the proposals relating to the forthcoming termination of legal deadlines for building identity, arbitrary settlement, building permits, etc., especially for acceleration of real estate transfers, POMIDA proposes to legislate the possibility of directly transferring immovable property by Transfer contract, with conditions that will fully ensure compliance with legality.

SUBJECT: Request for meeting and proposals for the burning urban planning issues.

Honorable Minister of Minister

As is well known, the ministry of which you are in charge is responsible for a number of issues that are in the news and are decisively related to the operation, use, construction and ultimately with the very value of our private real estate.

For this reason, please set out as soon as possible with the Bureau of our organization in order to give you our views and to find out about your own, in the following burning, property owners:

* Determination of clear building rules in the home and out -of -town regions of the country.

* Extension of the validity of all building permits until 31.12.2026.

* Establishment of a permanent arbitration process after 31.3.2026, with the inclusion of Class 5’s arbitrators, with more stringent conditions and specific rules, as well as forest arbitrators.

* Accelerate the procedure for trial of objections against forest maps.

* Activate the institution of the transfer factor.

* Three -year extension of the deadline for issuing private buildings of public interest expiring on 31.1.2026.

* Ability to transfer immovable property. In order to tackle the long -term delay and generally destructive dysfunction of the real estate transfer process, which worsens the housing problem, we propose to legislate the possibility of immediate transfer of immovable property by the obligation to issue an electronic building identity by the buyer within nine -month

– A statement by the buyer in the contract that it will complete the legal procedure for issuing a building identity with exclusive expense, liability and custody.

– Deposit by the buyer to the notary, a letter of guarantee equal to 10% of the value of the property that will be returned to him by completing the procedure.

– If it is not consistent with the above, the letter of guarantee will be in favor of the State and the further transfer and any other real estate agencies on the property will be invalid, for the time being issued. “
