The bill of the Ministry of Infrastructure and Transport on “Establishment of a Legal Entity of Public Law under the name Civil Aviation Authority and other provisions” was submitted to Parliament on the House, which converts the Civil Aviation Authority (Ministry of Education) into an independent Legal Entity of Public Law (N.D.).

The bill is one of the seven (7) pillars of the action plan implemented in recent months by the Ministry of Infrastructure and Transport, in cooperation with European agencies (DG Move, EASA and Eurocontrol), with the aim of upgrading and modernizing the aircraft services provided in our country.

Following the completion of the public consultation and the submission of the bill to Parliament, the Minister of Infrastructure and Transport Christos Dimas stated: “The administrative reform of the Civil Aviation Authority is aimed at institutional reform, financial autonomy, enhancement of human resources and human resources. The rules of administration and operation are harmonized with the applicable regulatory national, European and international context, while providing flexible procedures and possibilities of modernizing air navigation systems and the necessary infrastructure. Along with the administrative reform, staff recruitment has already begun in critical field specialties such as air traffic controllers, while government planning includes additional strengthening staff this year and 2026, with auditors, ASEP electronic and airport intelligence employees. With the administrative reform, the upgrading of infrastructure and the recruitment of specialized staff, we strengthen the Greek air navigation sector by creating better conditions for the optimal management of all issues related to flight safety. ”

The key points of the bill

Administrative Structure:

The CAA will continue to operate both as a provider of airline management services and as a Airport Management Body, while the Board of Directors. The CAA is foreseen to be seven -member and consists of a) the Governor of the Ministry of Education, as President, (b) the Deputy Commander of Aeronautics, as Vice President A, (c) the Deputy Commander of Airports, as Vice President B and d) Four (4) members.

Regarding the structure of the service, the CAA’s organic structures were reduced by about 35%, creating a modern, simple and effective organic structure, responding to the functional needs of the service.

Staff:

  • 2,407 positions of permanent employees and IDAX staff are set up.
  • The required qualifications are provided in the PD. 85/2022 and in the forthcoming organization of the CAA.
  • The vacant organic positions are filled with independent ASEP notices.
  • Provision for the possibilities of moving employees, especially at regional airports, for seasonal or emergency.
  • The possibilities of exploiting surplus staff by Fraport’s concession.
  • Arrangements are provided for strengthening the regional airports.
  • Procedures for providing specialized training of the CAA executives are provided.

Financial autonomy:

  • The CAA draws on an independent budget, balance sheet, report and other financial reports provided for in the Public Law.
  • It is foreseen to use Eurocontrol revenue.
  • Establishment of special passengers and security fees at the CAA’s airports.
  • Possibility of exploiting reserves to reduce the impact in periods of reduced movement and meet unforeseen needs, as well as for expenditure approved by the European Commission.
  • Significant institutionalization of the possibility of drawing up the Regulation of Projects, Supplies, Studies and Services of the CAA, in accordance with the applicable Union framework. The purpose is to effectively, flexible and rapidly completing the necessary projects, supplies and services to modernize air navigation systems and the necessary infrastructure.
