The ability to submit electronically with just a few “clicks” through gov.gr the Single Aid Application now have farmers and stockbreeders, beneficiaries of subsidies.
With the new procedure, the producer can now submit his application online either himself or with the assistance of certified Application Reception Centers (KYD). Access to the service is either direct at eae.opekepe.gov.gr, or through gov.gr in the section “Agriculture and animal husbandry” using the Taxisnet codes. All procedures as well as payments will be made digitally, with immediacy, speed, transparency and free of charge.
Furthermore, the institutional role of the Organization for the Payment and Control of Community Guidance and Guarantee Aid (OPEKEPE) is strengthened, significantly reducing operating costs and facilitating cross-referencing of data.
The implementation of the platform was done by the General Secretariat of Information Systems of Public Administration (GGPSDD) of the Ministry of Digital Government utilizing and integrating all the new advanced data and tools and is hosted in the infrastructure of the Single Government Cloud (G-Cloud).
The step-by-step process
In the Joint Ministerial Decision “Electronic submission of a Single Aid Application in the framework of the Integrated Management and Control System (OSEDE)” signed by the Ministers of Rural Development, George Georgantas and Digital Government, Kyriakos Pierrakakis, and the procedure was published in DE Single Aid Application.
Initially, the Single Aid Application for the year 2022 is submitted in electronic form to OPEKEPE either by the natural person / legal representative of a legal entity or through a certified Application Reception Center (K.Y.D.), as its authorized representative.
To enter the application is required the authenticity of natural personswho act either for themselves or as legal representatives of legal entities, using personal taxisnet codes.
In the event that the submission of the application is selected to be done by a certified KYDthe beneficiaries, after their authentication, obtain unique special key numbers, which are assigned to the K.Y.D., for the submission of their application.
To complete the application, natural / legal persons submit either directly or through a certified K.Y.D. all the necessary information (alphanumeric and geospatial data) in order to determine their eligibility for aid and / or support for the year 2022.
In fact, the special application be able to draw on the previously submitted Single Aid Applicationas they are kept in data repositories of OPEKEPE.
After completing all the necessary information, an automatic check of their correctness is carried out. Any incorrect entries are marked, in order to correct them.
Once the correction of any incorrect entries is completed, the beneficiaries finalize their application.
Content of EAE
The single application submitted to OPEKEPE contains all information necessary to establish eligibility for the aid and includes the following:
a) the Identity George’s,
(b) the details of coupled support schemes and specific support measures in the small Aegean islands and / or rural development measures,
c) the identification details of all the parcels of the holdingtheir area in hectares, their location and obligatorily the unique Real Estate Identification Number (ATAK), as stated in the form E9 of the owner (privately owned plot), depending on their case, use, type, size and location of the ecological catering areas and whether it is an irrigated or not plot, the data of the livestock (number of animals by species and category), as well as other necessary alphanumeric and geospatial data according to the current legislation,
d) where applicable, tdata enabling clear identification of non-agricultural land for which support is requested under rural development measures,
(e) where applicable, the supporting documents required to establish eligibility for the specific scheme and / or measure,
f) responsible statement of the farmer that he knows the conditions of participation and the obligations resulting from such direct aid schemes and / or rural development measures and that it is aware of the penalties imposed in the event of non-compliance.
With the data completed in the Single Aid Application 2022, the relevant field of the “Declaration of Cultivation and Animal Husbandry” of ELGA for the insurance of its production is updated.
The digital display of the agricultural parcels, as well as the descriptive data are made either directly by the farmer or with an indication to the K.Y.D., according to the declaration and responsibility of the farmer. For this purpose in the information system there are technical means of detection and the corresponding explanatory manuals of the electronic application.
