Major changes regarding citizens’ access to health services are promoted by the bill of the Ministry of Healthwhich has already been submitted to Parliament.
According to competent sources, with the bill, the citizen acquires his personal doctor, has access to more specialist doctors, upgrades public structures, ensures the quality of services provided and expands benefits for the citizen.
The main points of the bill:
1. The institution of the Personal Doctor for the provision of P.F.Y. services is established. which provides comprehensive and continuous care to the individual in order to prevent disease and promote health. The services of Personal Doctors are provided within the public units of P.F.Y. of PFY Local Area Networks, private clinics and at home and include the management of the most common chronic diseases, the support, orientation and responsible guidance of patients within the health system and the creation of an individual electronic health file for any citizen who is registered in the list of the personal physician.
2. The personal physician is freely chosen by the citizen and is:
a) a doctor of the NSS who serves and provides his services in the Health Centers, in the T.M.Y. and in other public units of P.F.Y., with registered population,
b) a doctor who provides his services in the context of the operation of the Local Health Teams of article 106 of law 4461/2017 (AD38), with a registered population
c) a doctor contracted with EOPYY.
d) private doctor
3. Personal physicians are defined as physicians specializing in general / family medicine or internal pathology for the adult population.
4. The Personal Doctors contracted with EOPYY will provide services in their doctor’s office or at home and will be able to participate in the on-call care of the PHC units in their area.
5. Now all citizens with their personal doctor get their health counselor for free and a doctor is established for everyone.
6. The public structures of PHC are administratively consolidated and upgraded and more than 160 Health Centers are included in the Recovery Fund. The cooperation of the public structures of PHC with local self-government structures and private structures is inaugurated.
7. The NSS is strengthened with 1.5 billion euros from the recovery fund and with about 6,000 recruitments only for 2022. At the same time, it is possible to cooperate with private doctors and providers.
8. The current regime of afternoon clinics and surgeries is activated and upgraded. Citizens are offered medical options within the Public System with a fixed tariff. So the hospital has income, the doctors of the NSS and the nurses improve their income, the citizens will have options with reasonable compensation. Private insurance companies will also participate in this context.
9. A framework of cooperation is created with Individuals to fill the gaps of the NSS. Especially in the Region there are departments of medical technology that do not operate or have not been developed, as a result of which the operation of Public Structures is undermined. With the new regulation with transparent and advantageous contracts, the public structures will provide equipment and services to meet the needs of the NSS.
10. Quality criteria are introduced regarding the compensation of the private providers of EOPYY in order to provide quality services to the insured.
11. A quality rebate is introduced that will be an incentive for providers to renew their equipment and improve the quality of their services for the benefit of the citizen.
12. Clinical control of EOPYY Health providers is introduced in real time. Certified auditing companies will also assist in this project in order to eliminate delinquency and save resources that will be returned to the insured through the upgrade and increase of EOPYY benefits.
13. Provided to citizens who can not move home care and home dental care.
14. EOPYY covers all expenses for burn victims of crime and a register of victims is compiled. A register of burn victims of criminal acts is drawn up, to whom, by way of derogation, coverage is provided by the EOPYY of medicines and all the necessary medical material and the provision of necessary home care.
15. The surveillance and control of infections in the Public Units of Primary Health Care Services is institutionalized. A doctor or dentist of the National Health Service is appointed in each Health Center. as Head of Infection Surveillance, who is responsible for the surveillance and control of infections in the Health Center and in the service units of P.F.Y. subject to it, under the guidance of the Hospital Infections Committee (ENL) of the interconnected Hospital.
