Controversy has erupted between the current Minister of Health, Thanos Plevris, and the former Minister and Head of Health of SYRIZA, Andreas Xanthou, for the laboratory doctors, who have announced three-day mobilizations.
As Mr. Xanthos stated in his announcement, “from tomorrow, the laboratory doctors of the country will proceed with a three-day mobilization, protesting for the unbearable and unmanageable form that has taken the problem of mandatory returns (clawback), due to the exceeding of the closed budget of EOPYY for the diagnostic examinations. This mobilization, which no one disputes is based on the anxiety of freelance doctors for the survival of an industry that meets important health needs of society, is addressed by the Minister of Health Mr. Plevris with threats and blackmail and not with a dialogue in search of a sustainable solution ».
He added that the “intolerance» of the Mitsotakis government and its ministers in the face of criticism, political accountability and militant assertion. “wherever it comes from». «Authoritarianism is the last refuge of a government that can no longer solve any problems and its political time is running out. So let Mr. Plevris leave the policy of fist and zero tolerance and let him proceed with the necessary moves to defuse the crisis “, pointed out.
In this context, he proposes:
1. Recognize the seriousness of the problem and the need for multilevel structural interventions to reduce claw back to sustainable levels for healthcare providers.
2. To reliably control the demand for laboratory tests through scientifically valid diagnostic protocols.
3. To have a gradual increase of the closed budgets of EOPYY for diagnostic examinations and their convergence with the corresponding averages of Europe.
4. To increase the capacity of public laboratories in order to reduce the demand for services from the private sector. The priority support of the NSS in areas that are lagging behind, such as diagnosis, is the project of the post-covid era.
5. Ensure a fair distribution of claw back, based on the contribution of any kind of exams or providers to the total annual budget overrun.
6. Abolish the pre-collection of 70% of the claw back every month, which is illogical and has dramatically aggravated the problem.
7. In the light of the relief of society and the economy from private debts created during the pandemic, to take special care to write off part of the additional debts incurred by the diagnostic laboratories and the laboratory doctors, due to the increased demand for services from private individuals. at this time and therefore of the increased claw back.
8. To institute for laboratories the idea of ”development clawback”, ie the possibility of offsetting debts by investing in modern equipment and developing new innovative diagnostic services.
9. To fully reconsider the idea of quality criteria for the conclusion of contracts of EOPYY with private providers and to have institutional guarantees that the oligopolistic restructuring of the market will not be consolidated to the detriment of small and medium laboratories belonging to freelance doctors.
10. Not to implement the recent regulation for the abolition of YPEDYFKA (specialized control mechanism of EOPYY) and the assignment of the responsibility of control in real time (real time) to private audit companies.
He concluded that the bet of the next day after the pandemic is brave investment of new resources (human and material) for the strengthening of the public health system and for its sustainable cooperation with a private sector that will operate with rules and control, “with the ultimate goal of universal, equal and quality coverage of citizens’ needs and the elimination of health inequalities “.
The answer of Thanos Plevris was immediate accusing him that on his ministry load the diagnostics with test stacks without transferring any additional resources. «Mr. Xanthos to deal with the invisible claw back of the diagnostics that he left by loading them with piles of tests without transferring any additional resources. We have already secured an additional 15 million euros for 2020, an additional 57 million for 2021 for diagnostics and a corresponding increase is expected for 2022».
He stressed that the Ministry of Health is proceeding to implementation of structural measures such as real time control, implementation of protocols and quality criteria.
«Regarding the approx lack of dialogue within 9 months we have seen the representatives of the diagnostic laboratories more times than those seen by the SYRIZA Health Ministers for 4.5 years and they themselves recognize that during our term for the first time they saw an increase in their budgets“, Underlined the Minister of Health.
