As pointed out in an announcement by the ministry, the new, modern and integrated institutional framework for the Mufties and Muftis in Thrace takes into account the constitutional imperatives as well as the international obligations of our country.
The creation of one modern Muftiheaded by the Mufti who will enjoy the prestige corresponding to his position, is launched with legislative regulation of the Ministry of Educationwhich was submitted to Parliament today.
The legislative regulations provide for:
1. A complete framework for the organization and operation of the Muftia, with provisions for their housing, for security, for the transfer of human resources, for travel, for covering expenses for their work, for the publication of forms, for the creation of websites, etc. .etc In this way, the financial independence of the institution is decisively promoted, while at the same time facilitating the overall work of Muftis and Muftis and strengthening their image and prestige.
2. Shifting the emphasis, in contrast to what has been the case until now, from the person of the Mufti to the institution of the Mufti, the good functioning of which is promoted, strengthened and guaranteed by the State.
3. Clear description of the triple status of the Mufti in our country: Religious minister, head of public service and minister with jurisdictional powers. These three coexisting qualities in the same person impose a separate responsibility of the State in relation to the way of their selection and operation.
4. Protection also at the individual level of the prestige of the Muftis, with provisions for the establishment of incompatibilities and obstacles in order to limit the risk of accusations against them and to avoid doubts about their integrity.
5. Innovations in relation to the selection process of Muftis in favor of the widest possible acceptance of them as persons of increased prestige, with special ties to the citizens they are called to serve. A critical person in the selection process is the overseer Mufti, and no longer the head of the Decentralized Administration. By decision of the Superintendent Mufti, an enlarged, numerically and qualitatively, Advisory Committee is formed consisting of 33 members of the Muslim minority, who are selected through a public lottery and come from the teachers in the Introductory Department of Muslim Studies or the Muslim Seminaries of Thrace, the Imams, the Islamic religious teachers and eminent theologians. The Advisory Committee reviews the nominations and judges whether each candidate is sufficient to undertake the duties of Mufti or not. He then submits to the Minister of Education and Religion the alphabetical list of those who are qualified for the position of Mufti, and the Minister of Education and Religion appoints one of them to the position of Mufti by Presidential Decree.

It is also noted that these legislative regulations are the result of thorough research, consultation with the directly concerned religious officials of the Muslim minority, collaboration with specialist scientists, study of the current international ones and in line with the proposals of the Inter-Party Parliamentary Committee for the Development of Thrace. Especially the process of selecting a Mufti is also in accordance with the principles of Islam.
