Parliament: Discussion of political leaders on the sexual abuse of minors in October

Until the beginning of December the implementation of the national action plan of the government

The national action plan to tackle the sexual abuse of minors is to be implemented from the end of November to the beginning of December, according to government sources. At the same time, on her initiative government a political leaders’ debate will be held the week after October 24.

The plan, which has been prepared by the Presidency of the Government and the General Secretariat of Coordination, in collaboration with twelve co-competent Ministries, was discussed at the level of the Council of Ministers on August 30.

In his post on Facebook earlier, the Minister of State ‘Akis Schertsos also wrote:

there’s hope”.

He added: “The latest events are a collective trauma for all of us. The darkness of the human soul shocks us deeply. But they must not incapacitate us. Alongside the police and judicial investigation, the national plan to deal with the sexual abuse of minors drawn up by the government will soon be debated in Parliament at the level of party leaders, and soon after it will be put to public consultation. The Greek state together with society must act united in order to provide solutions and answers that will be modern and comprehensive with the sole criterion being the protection of minors”, suggests the Minister of State, recalling, at the same time, the post he had made on August 30 , with the specific measures – actions of the government to deal with the heinous phenomenon.

The national action plan is, according to the same sources, “a multifaceted plan with eleven horizontal policies and 80 individual actions implemented equally by the twelve Ministries.

It is worth noting that this is not yet another plan – a wish list, as 75% of the actions have already been included in the Ministries’ annual action plans and several of them are already being implemented.

However, it is the first time that such a strategy acquires a coherent framework with clear objectives, a governance structure, the role of a National Coordinator, a framework for monitoring and evaluating the results it brings”, government sources point out and add some examples to understand its scope and depth design:

“*Creation of a single protocol for the management of all incidents of sexual abuse by each host institution (routed centrally by the Presidency of the Government).

*Strictening of the penalties for the sexual abuse of minors to a felony from a misdemeanor made in 2019 (already implemented by the Ministry of Justice).

*Upgrading of the judicial reception structures for abused children (the so-called ‘Children’s Homes’), so that the victims are surrounded with maximum care and do not suffer secondary victimization by state structures (already being implemented by the Ministry of Justice).

*Establishment of a sex education course in schools and education of children, but also of teachers, to protect against any kind of sexual violence (already being implemented by the Ministry of Education).

*Elaboration of therapeutic protocols for the reintegration of victims into family, social, educational life (routed by the Ministry of Health).

*Training and establishment of registers of professionals who come into contact with minors so that they can identify and manage such incidents appropriately and sensitively (routed by the Ministry of Labour).

*Establishment of a special role of psychologist in sports federations (routed by the Ministry of Sports)”.
