Mitsotakis: A national registry for recording and monitoring offenders for crimes against minors is coming

The national Action Plan for the Protection of Children from Sexual Abuse and Exploitation presented by the prime minister Kyriakos Mitsotakis at the joint meeting of the Standing Committee on Social Affairs, the Standing Committee on Public Administration, the Standing Committee on Public Order and Justice, the Standing Committee on Social Affairs and the Special Standing Committee on Equality, Youth and Human Rights of Parliament. In particular, he referred to the innovations introduced in the plan, which includes a total of 80 measures aimed at the essential prevention, protection and care of minors. The plan envisages the establishment of a national registry for the registration and surveillance of sexual offenders, as well as a national protocol for the management of cases, so that the competent services have a specific response and coordination plan.

Mr. Mitsotakis noted that the phenomenon of abuse of minors, especially sexual, is on the rise. The issue had already been raised before the Colonos case broke out. The Council of Europe estimates that one in five children may be a victim of sexual exploitation. In Greece the percentage is 16% and the vast majority from family members. Known to occur much less, around 2%. An increase has recently been recorded. Encouraging fact that ELAS is disappearing.

The innovations it introduces:

It reorganizes the way all services react, introduces a new “manual”, a national case management protocol is coming, but also a national log and surveillance file, which ends the paradox of being able to work near children with proven abusive behavior. Bureaucratic involvement is eliminated, it is easier for experts to move in parallel. A child protection officer will be appointed in each institution, while those working in structures will be trained to recognize the signs of abuse.

The prime minister referred in particular to the reinforcement of the units with specialized personnel, while the plan is at the same time an exercise in multifaceted coordination. Of the 80 measures of the program, many have been included in 2022 actions, penalties have been tightened, cases are tried more quickly, while at the level of repression significant changes have been launched, police officers have been trained, special units are operating in ELAS. Child abuse is a scourge with many causes. He changes faces and guises, often using technology as well. Mr. Mitsotakis noted that such crimes cannot be a field of party confrontation and pointed out that in the past I had reduced the sentences. The State established structures for reporting and caring for victims. We look ahead. The protection of minors is an absolute priority. Many times the abusers are the parents, we all have to be vigilant, we all have a share of responsibility in the effort, building honest communication with the children, observing, paying attention, reporting, inside and outside the house, taking care of each child as if it were our own. We must protect children with a framework that never existed. The ambitious goals of the plan to be realized.
