The national plan for Greece of 2027 was presented by Prime Minister Kyriakos Mitsotakis during the reading of his government’s policy statements. The recovery of the investment grade by the end of the year is a key objective, while the prime minister immediately announced financial measures concerning the State, firstly the entry into force of the new salary which will ensure increases for all civil servants after 15 years.

The national plan for Greece in 2027
-Recovery of the investment grade and early repayment of bilateral loans of the first memorandum by the end of 2023
-Reasonable primary surpluses and reduction of public debt as a percentage of GDP below 140% by 2027
-Recession of unemployment to 8% by 2027
-Increase exports to 60% of GDP
-Reducing inequalities and increasing the minimum wage to 950 euros and the average wage to 1,500 euros by 2027
-By 2027, 90% of the approximately 4,500 administrative procedures of the State will have been digitized
-Initiation of a constitutional review by a proposing Parliament in 2025
-Upgrade of defense equipment with 24 Rafale fighters, upgrade of 83 F-16 to “Viper”, acquisition of 3 Belharra frigates, supply of Greek F-35
Immediate financial measures
-From 1/1/2024, the new State salary will come into force, with horizontal increases for all employees after 15 years. Special emphasis is placed on the remuneration of those who hold a position of responsibility, those who have a family
-Extension of Market Pass for the coming months, to cover 10% of most households’ monthly purchases
-New reduction of ENFIA by 10% for properties insured against natural disasters
-Additional tax deduction of 1,000 euros for families with children
– Continuation of the one-off aid, at the end of 2023, of those who continue to be affected by the personal difference of Katrougalou, which will be drawn from the surplus of the development
-Those of the pensioners who are working will not see their pension reduced by 30%. Instead, they will receive it in full, seeing only a small deduction in their additional income from their second reported – and now legal – pay
Medium-term economic measures
-Reduction of assumptions by 30%.
-Recession of insurance contributions by one more unit
-Gradual abolition of the Professional Fee for freelancers
Support measures for young people and for Education
In addition to the increase of the minimum and average salary, the further reduction of insurance contributions and the increase of the tax-free allowance by 1,000 euros for families with children, the Prime Minister stated:
-Increase of family allowance for civil servants by 20 euros for the first child and by an additional 50 euros from the 2nd child
-Youth Pass of 150 euros to every 18 and 19 year old for travel and cultural activities, from September
– In the fall, the study for a national plan to upgrade school units will begin. Based on a new model of architectural specifications that will be followed, from now on, by all new school buildings
-Six-month training and international certification program for 100,000 workers and unemployed in high-demand IT and technology specialties. A certification – a passport for businesses in this space that are already asking for more and more specialized professionals
– The interstate agreements of article 28 of the Constitution are activated which already offer the possibility, under the responsibility of the National Authority of Higher Education, to recognize foreign universities that would like to invest in Greece. Doing so would clarify the situation in today’s post-secondary education landscape. While it would prepare the framework for the future reform of Article 16
-Construction of new student residences for 8,500 students
– Continuation of the affordable housing program “My House”, which has already offered 4,700 homes with cheap mortgages
-Upgrading – expansion of urban transport with the new Metros of Athens and Thessaloniki as well as the electrification of the bus fleet
-In the context of the inclusive society, all National Plans are consistently applied, for citizens with disabilities, for gender equality, for the LGBTI+ community and the child
Pensioners
In addition to the continuation of the one-off support for pensioners with a personal difference and the review of reservations for working pensioners, the Prime Minister referred to:
– Permanent exemption of former EKAS beneficiaries from any participation in their pharmaceutical expenses
-Pension increase of more than 3% from 1/1/24
Private sector workers
-Increase of the minimum wage to 950 euros and the average wage to 1,500 euros until 2027
-Those of the pensioners who are working will not see their pension reduced by 30%. Instead, they will receive it in full, seeing only a small deduction in their additional income from their second declared – and now legal – pay
-30% reduction in inventory
-Recession by one more unit of insurance contributions
-Gradual abolition of the Professional Fee for freelancers
Public servants
– Application of the new salary from January 1, 2024
-Special allowances for positions of responsibility, workers with children
Family support measures
-Increase of family allowance by 20 euros for the first child and by 50 euros more from the 2nd child and above, for civil servants.
-Additional tax deduction of 1,000 euros for families with children
Health – Restructuring EKAV
-A special team of 250 bikers-rescuers is being formed to precede the ambulances, providing first aid faster
– 800 rescuers are being hired at EKAV
-Specialized personnel of the Armed Forces and the Fire Department are available to cover staff gaps in more than 50 regions of Greece
-Aircraft and crews are leased for search, rescue and primary transport services from remote areas
Institutions, state and democracy
– Costing of party programs by an independent body, the Hellenic Fiscal Council
-National strategy for the management and protection of water resources with the return of EYDAP and EYATH to state control from the Superfund, where SYRIZA had transferred them
-Establishment of an Advisory Committee to the Prime Minister on Artificial Intelligence issues from the most brilliant Greek minds inside and outside the borders
Major infrastructure projects
-The Thessaloniki Metro is being completed
– The Athens Metro is expanding
-The Patras-Pyrgos highway is being implemented
-The E-65 axis is implemented in Central Greece
– BOAK is being built in Crete
-New airport in Kastelli
-Double regeneration of the Botanical Garden
– New Thessaloniki regional (fly-over)
-5,700 small, medium and large projects in every Region of the country, exceeding 60 billion, with 12 regional development plans
