Fifteen agreements, memoranda and Joint Declarations / Proclamations were signed in its context 5th Supreme Cooperation Council of Greece – Turkey.
Agreements
1. Agreement in the Education Sector
Signed by the Minister of Education Mr. Kyriakos Pierrakakis and the Turkish Min. Education Mr. Yusuf Tekin
The agreement aims to strengthening the cooperation between the Ministries of Education of Greece and Turkey in the field of vocational education. It refers to the recognition of technical education diplomas, the exchange of knowledge and experience, the organization of joint educational activities for teachers and students, student exchanges.

2. Memorandum of Understanding (MoU) ADMIE – TEIAS in the Sector of electrical interconnection
Signed by the General Manager of Operations, Infrastructure and Markets of ADMIE Mr. Dimitris Michos and the President of TEIAS Mr. Orhan Kaldirim
The memorandum concerns the creation of a new interconnection line between Nea Santas and Babaeski with the aim of upgrading the electrical interconnection between Greece and Turkey and increasing the volume of two-way energy flow by 600 MW.
3. Memorandum of Understanding (MoU) in the Sector of Small and Medium Enterprises
Signed by the Minister of Development Mr. Kostas Skrekas and the Turkish Minister of Foreign Affairs Mr. Hakan Fidan
The memorandum refers to development of networking structures between small and medium enterprises of the two countries, as well as mutual information and exchange of best practices to simplify the business environment.
4. Memorandum of Understanding (MoU) ECG- Eximbak in the Export Sector
Signed by the Foreign Minister of Foreign Affairs Mr. Costas Fragogiannis and the CEO of Turk Eximbank Mr. Ali Guney
The memorandum promotes the cooperation between Export Credit Greece and Turk Eximbank with the aim of increase in exports of goods and services. The cooperation includes exchange of best practices and know-how, staff training, information and facilitation in problem solving, development of joint research programs in Greece, Turkey and third countries.
5. Memorandum of Understanding (MoU) EG – Invest in TR in the Investment Sector
Signed by the Foreign Minister of Foreign Affairs Mr. Costas Fragogiannis and the President of Invest in Turkiye Mr. Burak Daglioglu
The memorandum refers to cooperation between Enterprise Greece and Invest in Turkey with the aim of attracting investments. In this context, mutual information on matters of economic interest, the creation of a stable and flexible investment climate, the promotion and expansion of cooperation between businesses, and the development of mutually beneficial investment programs are foreseen.
6. Memorandum of Understanding (MoU) between EG – TOBB in the Sector of Investment/Business
Signed by the Foreign Minister of Foreign Affairs Mr. Costas Fragogiannis and the Vice-President of TOBB Mr. Cengiz Gunay
The memorandum concerns the cooperation between Enterprise Greece and Union of Chambers and Commodity Exchanges Of Turkiye (TOBB) with the aim of supporting the business communities of the two countries. The collaboration includes, among others, the developing strategies for increasing trade and business missions, sharing information and know-how, managing human resources and sustainable economic development.
7. Memorandum of Understanding (MoU) in the Social Services Sector with an emphasis on PWD Protection
Signed by the Ministry of Family Policy and Social Cohesion Ms. Sofia Zaharakis and the Turkish Foreign Minister Mr. Hakan Fidan
The memorandum promotes the cooperation for the development of strategies and services for the equal access and inclusion of people with special needs in the social web. In this context, the exchange of good practices and know-how in the field of social welfare, the organization of conferences and seminars to eliminate inequalities, improve accessibility, care and deinstitutionalization of the disabled.
8. Memorandum of Understanding (MoU) in the Sports Sector
Signed by the Foreign Minister Mr. Giorgos Gerapetritis and the Turkish Minister of Foreign Affairs Hakan Fidan
This memorandum replaces the older Protocol of 2013 and promotes the strengthening of the institution of the Olympic Games, cooperation to combat the manipulation of the Games, cooperation and exchanges between national federations and sports groups.

9. Joint Declaration / Declaration for cooperation in the Tourism Sector
Signed by the Ministry of of Tourism Mr. Olga Kefalogianni and the Turkish Min. of Culture & Tourism Mr. Mehmet Ersoy
Both sides recognize him role of tourism as a bridge of cooperation between the two peoples and its contribution to economic development and support of professionals, businesses and local communities. In this context, they agree that the Joint Tourism Committee meets every year in order to promote it direct cooperation of travel agencies and tourist agents, to strengthen the exchange of good practices and experiences, to explore the possibilities for joint tourism investments, with the ultimate goal of increasing tourist flows.
10. Joint Declaration/Declaration GGET-TUBITAK for cooperation in the Research and Innovation Sector
Signed by the Minister of Development Mr. Kostas Skrekas and the Turkish Minister of Foreign Affairs Mr. Hakan Fidan
The national research and technology bodies of the two countries, with the aim of continuation and expansion of their scientific cooperationconfirm their intention to launch a joint tender in the fields of: life sciences, health, pharmaceuticals, agri-food, circular economy, sustainable energy, building materials, culture, tourism and creative industry.
11. Joint Declaration/Declaration for the convening of the Joint Economic and Trade Committee (JEC – JETCO)
Signed by the Foreign Minister Mr. Fragogiannis and the Turkish Deputy Minister of Trade Mr. Sezai Ucarmak
Both sides agree to convening of the 6th Session of the Joint Committee on Economy and Trade. The Turkish side has proposed that it be held on February 2, 2024 in Istanbul. Trade, energy, transport and tourism issues will be discussed at the session.
12. Joint Declaration/Declaration for cooperation in the field of Rural Development
Signed by the Minister of Rural Development Mr. Avgenakis and the Turkish Foreign Minister Mr. Hakan Fidan
Both sides express the their intention to proceed with the exchange of know-how in the field of agricultural crops, to cooperate in dealing with floods or droughts, to cooperate in preventing and dealing with forest fires, to fight against illegal fishing, to promote research in the field of rural development.
13. Joint Declaration/Declaration on Customs Cooperation
Signed by the President of the Independent Public Revenue Authority, Mr. Giorgos Pitsilis, and the Turkish Deputy. Trade Sezai Ucarmak
Both sides confirm the their commitment to further develop cooperation between customs authorities. In this context, they agree on the organization of joint seminars, the exchange of information and best practices in order to improve the efficiency of customs services, fight fraud, promote security and the protection of citizens.
14. Joint Declaration/Declaration for the organization of the Hackathon
Signed by the Foreign Minister of Foreign Affairs Mr. Fragogiannis and the Turkish Foreign Minister of Foreign Affairs Mr. Burak Akcapar
The two sides are planning it organization of an online competition with the active participation of secondary school students, higher education students, start-ups, chambers of commerce and industry of the two countries. Participants will be invited to submit ideas and proposals on issues of environmental protection and everyday life in an urban environment. The proposal that will be awarded will be supported by both countries in order to be implemented.
15. Joint Declaration/Declaration for the next convocation of the technical committee for the 2nd bridge on the Evros – EGNATIA
Signed by the CEO of EGNATIAS Mr. Koutsoukos and the Turkish Deputy Director of the General Directorate of Highways of Turkey Mr. Selahattin Bayramcavus
The two sides acknowledge the progress of the work in construction of a second cross-border bridge in the area of ​​Kipoi – Ypsala, which is supervised by Egnatia Odos SA, and they announce the next meeting of technical committees and experts.
