1) We continue the checks on associations of organized followers that operate and those who do not meet the provisions of the Law will be sealed. ELAS will be very strict in the implementation of the legislative interventions that will be announced by my two colleagues.

2) Football and basketball corporations have the responsibility to modernize and upgrade the camera system that monitors the stands of the fans during the games. And they will be checked for it. This method ensures the application of the measure of identification of the holder of each ticket and a specific location on the field.

3) We implement a training program for police personnel based on European standards for the prevention and treatment of juvenile delinquency, because minors are usually the victims of hooliganism. We have specialized teams with the participation of psychologists, so that we can approach young people in the right way. In the same context, we are engaged in training exchanges with officers from other countries, especially Great Britain.

4) We upgrade the continuous supervision of the measures to deal with fan violence with the daily involvement of a senior officer of the ELAS Headquarters and specifically of the respective Deputy Chief.

In this way, the control framework is intensified and our operational capacity is upgraded, in order to limit the vital scope of action of these criminal groups and to tackle the phenomenon of hooliganism at its root.

Mr. Theodorikakos, taking the floor, referred to Alkis and he said:

“I wish we never gave this interview and Alkis lived. But we have to say some things and do the necessary things so that there is no other Alkis, no other Greek boy, no other citizen, no other human being victim of this absurdity.

We stand here today because we are against violence. As a State, as citizens we must stand up to all kinds of violence and immediately suppress all its manifestations that led us here today.

Unfortunately, in this difficult time we are witnessing a series of extreme incidents of inhuman violence, acts of hooliganism, repeated cases of domestic violence and unprecedented crimes, which have caused shock in society.

At this point I have to emphasize – and I mention it as an observation and not as an excuse, that hooliganism is a global scourge… and is not only characteristic of Greek stadiums. So this global scourge, this sad pandemic has been the cause of death of dozens of people, usually young people, for many years.

The time has come, instead of killing our children unjustly, to ‘kill’ as a State, but also as citizens, individually, this Lernaean Hydra.

In any case, the Police are intervening, but it is obvious that we must all respond. No one has the right to miss the invitation against violence. The discovery of Alkis’s cold-blooded killers became a matter of honor for ELAS, but also for all Greeks. The Police did their duty in full. We responded in practice to distrust and suspicion.

Some said “we will not catch them”. How “we let some people leave the country”. And in the end that “someone escapes”. I am proud to reveal to you that many police officers did not leave their shifts and remained until all 12 of them who are in prison were arrested by a court decision.

The message is clear: For ELAS the Law is the Law and it applies to everyone, whoever it is, whatever its economic power, we are all equal before the Law.

Until yesterday, the police carried out 575 checks and closed 67 hooligan associations across the country. 17 arrests were made. I note that the links belong to all groups. And it will continue to do its job effectively. No discounts. The day before yesterday, the perpetrator of the attack on a 15-year-old fan in Athens was also arrested “.

THE Minister of Justice, Costas Tsiarasnoted that with the changes in the Penal Code for homicide, the only punishment now is life imprisonment, while for causing dangerous bodily harm (provided in Article 309 of the Penal Code), the penalty is imprisonment for up to three years.

In the context of cooperation and given the changes that have already been made by the Ministry of Justice, A package of proposals is proposed that complements the existing legal framework and closes all possible windows for fan violence and provides for the most severe and exemplary punishment of the perpetrators.

In particular, with the proposed settings:

1. The sentence frame for crimes of violent violence is increased in terms of minimum and maximum limits

Specifically: The penalties of article 41F of the Sports Law are toughened (possession of dangerous objects, violence, threats, entry to the stadiums with the purpose of stopping a sports event, racist events, public incitement to offenses of sports violence, etc.)
In the above offenses, where currently a sentence of imprisonment of up to 2 years is provided, a sentence of imprisonment of 6 months to 5 years will be provided.

Respectively, where today a prison sentence of up to 1 year is provided, a prison sentence of 3 months to 5 years will be provided.

In the distinguished cases of dangerous perpetrators, where currently a prison sentence of up to 3 years is provided, a prison sentence of 2 to 5 years will be provided.

For the offense of public incitement to hate crimes, in addition to the sentence, from 6 months to 5 years, a mandatory penalty will be imposed.

2. A special criminal offense is introduced for those who during sports games have covered facial features in order to prevent its detection and recording by image recording devices

With the introduction of the crime, in particular, a sentence of imprisonment of at least 6 months and a fine is provided.

3. The suspension of the execution of the sentence for crimes of fan violence is prohibited. More specifically:

The possibility of exceptional suspension of the sentence is abolished, which will be assessed immediately.

The regulation of the absolute prohibition of suspension is extended and its immediate execution in cases of conviction of a person accused of the criminal act of operating an unlicensed link or after violation of its sealing or in cases of violation of an ancillary penalty for prohibition of watching matches or appearing in AT imposed by a prosecutor’s order or court decision.

4. Cases of fan violence are heard as a matter of priority and in case of postponement the mandatory imposition of restrictive conditions is introduced.

Thus, when the trial of the case is postponed for any reason, restrictive conditions are imposed (such as a ban on watching matches and appearing at the AT at the time of their conduct).

THE Lefteris Avgenakis announced the temporary suspension of the operation of fan clubs throughout the country until the end of July until they receive a new license under the new rules.

In detail, Mr. Avgenakis announced:

Under the guidance of Kyriakos Mitsotakis himself and after excellent cooperation with the fellow Ministers of Justice and Citizen Protection, we present to you the legislative regulations that the Ministry of Sports will take in the coming days.

1. The Council of Europe’s St. Denny Convention on the Integrated Approach to Security, Protection and Services at Football and Other Sporting Events is being ratified in Parliament this week.

The Convention aims to provide a safe, secure, and friendly environment in the context of football matches and other sporting events and distinguishes between “safety measures”, “protection measures” and “service measures”.

Among other things, the National Football Information Center is created within the structures of the Greek Police, which will also have to do with the exchange of information of international cooperation.

2. This week, in the 5th consecutive bill of our sports reform, we reshape the current framework for the Fan Clubs and the close relationship of the PAE, KAE and amateur clubs with the organized friends and supporters of their team:

We move on temporary suspension of the operation of all Fan Clubs (and of course their branches throughout the Territory) until July 31, 2022.

Today, 12 legal Fan Clubs are registered and operate, with 222 Branches. The details have already been brought to the attention of the leadership of the Ministry of Civil Protection.

The temporary suspension of the Clubs, until July 31, ensures a reasonable transitional period, until the licensing of the Clubs and their Branches is allowed again, according to the new framework, which will move in the following directions:

a. The amateur club, the PAE and the KAE can recognize up to ONE Fan Club, each.

b. HEADQUARTERS of the Club, will now be mandatory the headquarters of the amateur club, PAE or KAE, from where the Club is certified. Thus, PAE, KAE or an amateur club will have the possibility of direct access and control to the Register and the actions of the members of the Club. At the same time, there is an obligation of the PAE / KAE / sports club to post on its website the details of the Fan Club and its Branches.

c. In case of improper supervision, with the recording of illegal incidents, administrative fines and penalties will be imposed for holding matches without spectators.

d. In order for a Fan Club Branch to operate legally anywhere, it is required to register in the Club Members Registry at least 50 adults, permanent residents of the Branch’s area of ​​operation, with a clean criminal record.

e. The license of a Club or Branch is revoked, if at least two persons – members of a Club or a Branch are prosecuted, for offenses of sporting violence, violation of drugs or weapons and for the crime of intentional homicide.

3. The Ministry of Digital Governance creates a digital platform, entitled “Digital Register of Fan Club Members”, which will be updated every summer, under the responsibility of the Heads of the Clubs. Certified users of the Registry are:

a. the legal representatives of the Fan Clubs and the operators of their Branches and

b. the legal representatives of the sports clubs, Departments of Paid Athletes or Societes Anonymes of Sports Companies, who have given their consent for the recognition of the Club.

4. The distribution of individual tickets at the gates of the stadiums, where the organized fans gather, is prohibited. The measure will take effect immediately, ie from the enactment of the law and includes the current season.

The PAE, the KAE and the amateur clubs will make available exclusively Season Tickets at the gates of organized fans and only their legal holders will be allowed to enter.

If, after sampling checks, an illegal presence of a fan on the stands is found, then staggered penalties of suspension of the gate will be imposed, as well as administrative fines.

We make every effort to shield our institutional arsenal as much as possible. However, tackling fan violence is a matter for all of us and requires ongoing cooperation beyond the necessary institutional interventions.
