From the first moment that the murderous attack against the unfortunate young man became known, the government – and the Prime Minister Kyriakos Mitsotakis personally – said that all the necessary measures will be taken to deal with the phenomenon.
In fact, speaking to SKAI a few days ago, Mr. Mitsotakis had given a taste of what was announced yesterday, saying that “as early as 2019 there is a strict framework, but we saw that many fan clubs are operating uncontrollably. That will change.
There is a legal framework, we will apply it even if a few hooligans are on the railings… vinegar. “I’m sorry, but this is not Greek football, these are not Greek fans.”
After a series of meetings in the previous period under the Prime Minister, the Minister of Citizen Protection, Takis Theodorikakos, of Justice, Costas Tsiaras and the Deputy Minister of Sports, Lefteris Avgenakis, made the relevant announcements yesterday.
Avgenakis: Clubs are closing – How will they reopen
More specifically, Lefteris Avgenakis announced the suspension of all fan clubs and their branches, from the entry into force of the law and until 31 July 2022.
From this point on, he said, there will be very strict conditions for licensing and operating clubs.
Among them, that each team will be able to have a recognized club, the headquarters of which should be the headquarters of the PAE, the OEM or the amateur club, so that the teams have direct access to the club membership register and the action their.
The membership register will be digital and will be updated every summer, while the club license will be revoked if at least two members of the prosecution are prosecuted for crimes related to fan violence.
The Deputy Minister of Sports also pointed out that the distribution of individual tickets at gates hosted by organized fans will be prohibited. Admission to them will be exclusively with season tickets and will be allowed only to their legal holders. In case of violation, the penalties will be staggered and will reach the suspension of operation of the specific door.
Mr. Avgenakis also announced the holding of an enlarged meeting on Thursday (24/2) with all stakeholders, emphasizing that “the measures will have a substantial imprint only through coordinated action.”
Tsiaras: The covered person is a special criminal offense
The measures proposed by the Minister of Justice Costas Tsiaras are the following:
1. the sentence frame for crimes of violent violence is increased from six months to 5 years. In certain cases of dangerous perpetrators, a sentence of 2 to 5 years will be provided.
2. a special criminal offense is introduced for those who during a sports match have their facial features covered, with a prison sentence of at least six months.
3. the suspension of the sentence for crimes of fan violence, which will be tried as a matter of priority, is prohibited. In case of postponement of the trial, the imposition of restrictive conditions becomes mandatory.
Theodorikakos: Scanning tests
For his part, Takis Theodorikakos announced:
1) Continuation of the controls in associations of organized followers that operate and those that do not meet the provisions of the Law will be sealed. ELAS will be very strict in the implementation of the legislative interventions that will be announced by my two colleagues.
2) Football and basketball companies have the responsibility to modernize and upgrade the camera system that monitors the stands of the fans during the games. And they will be checked for it. This method ensures the application of the measure of identification of the holder of each ticket and a specific location on the field.
3) Implementation of the training program for police personnel based on European standards for the prevention and treatment of juvenile delinquency, because minors are usually the victims of hooliganism. Specialized teams with the participation of psychologists will be able to approach young people in the right way. In the same context, educational exchanges are underway with officers from other countries, especially Great Britain.
4) Upgrading the continuous supervision of the measures to deal with fan violence with the daily involvement of a senior officer of the ELAS Headquarters and specifically of the respective Deputy Chief.
