Greece participated in the declaration, delivered by Liechtenstein on behalf of 61 member states including Austria, Belgium, Germany, Turkey, Norway, Luxembourg, Albania, Italy, Jordan, Czech Republic, Poland, Switzerland, Singapore, Ukraine and Denmark, and underlines the importance her Initiative for the Veto in accordance with UN Resolution 76/262. This initiative aims to strengthen the accountability of the Security Council to the General Assembly and other UN members, particularly when a veto prevents action being taken.

Leadership Support: The Secretary-General and the President of the General Assembly have shown strong support for the initiative, recognizing its role in strengthening the General Assembly and reshaping its relationship with the Security Council.
Challenges
The use of the veto has highlighted the divisions among the permanent members of the Security Council, with historically low levels of agreement. Elected members have taken initiatives to bridge these differences, demonstrating leadership skills to address the impasse.
According to the member states that sign the resolution, recent “vetos”, such as the one by the US on the Palestinian issue, show the need for collective action to ensure that the Security Council fulfills its mission according to the United Nations Charter. This includes considering options for action when the Security Council cannot reach a decision, such as the activation of the General Assembly’s powers under Chapter IV or the Unity for Peace resolution.
Future Directions
Commitments in the Framework for the Future: Members pledged to step up efforts to reform the veto, including limiting its scope and use. This includes supporting the ACT Code of Conduct and the Franco-Mexican Initiative for veto restraint.
Adherence to the Charter: States reaffirmed their commitment to implement all provisions of the UN Charter, including Article 27(3), which requires Security Council members involved in disputes to abstain from voting. Addressing obstacles to the implementation of this provision is a priority.
Enhanced Role of the General Assembly: The General Assembly is encouraged to fill the gaps created by Security Council inaction by adopting recommendations and products, building on past practices and strengthening its role in maintaining peace and security.
