The bill of the Ministry of Labor and Social Security, entitled “Incorporation of Directive (EU) 2022/2041 of the European Parliament and of the Council of 19 October 2022 on adequate minimum wages in the European Union – Adjustment of salaries of civil servants” was submitted to the Parliament yesterday sector – Arrangements for determining the minimum wage for the years 2025, 2026 and 2027″.

As stated in a relevant announcement, the innovations of the new proposed system for calculating the minimum wage through a mathematical formula are as follows:

  • It enhances security for workers, as it is stipulated that the minimum wage cannot be reduced.
  • The level of the minimum wage is linked to real economic figures, such as inflation and productivity
  • It is based on objective data from ELSTAT, enhancing transparency and trust in the system.
  • It includes the public sector, so that henceforth, for the first time, civil servants are protected from the minimum wage and receive the nominal increase of the private sector minimum wage.

It is recalled that the public consultation was completed on Thursday, November 21, 2024, while it was preceded by a dialogue by the Minister of Labor and Social Security, Nikis Kerameos, with all the national social partners, ELSTAT and the parliamentary parties.

Comments made during the consultation were taken into account in the drafting of the bill.

Indicatively, proposed changes from the consultation, which were incorporated into the final text of the draft law, concern the following:

  • the participation of the president of the Council of Economic Experts in the Scientific Committee was foreseen,
  • added reason for activating the clause of deviation from the mathematical formula and in cases of a significant increase in the unemployment rate,
  • it was clarified that the coefficient resulting from the mathematical formula will be binding for determining the minimum wage, and
  • the “Institute of the Association of Industries of Greece” (INSBE) was included among the scientific/research bodies that are invited to prepare reports for the evaluation of the minimum wage.

The process of submitting and discussing proposals for integration will continue until the end of the parliamentary process.
