The five best laws of 2023 and the five ministries that legislated best in the previous year, according to the Legislation Quality Index published annually by Center for Liberal Studies (KEFIM), presents today, shortly before he expires in 2024, the Center with its announcement. The Index assesses the quality of legislation in laws passed within 2023.

So, based on KEFIM, the five best laws of 2023 according to the Legislation Quality Index were:

  • With a score of 79.2 out of 100, o law 5076 entitled “Acceleration of its completion procedures Hellenic Land Registry: Handling of pending matters in real estate transfers and strengthening the operational function of the legal entity of public law with the name “Hellenic Land Registry” – Simplification and acceleration of real estate transfer procedures – Regulation of competence of the Ministry of Digital Governance”.
  • With a score of 77.6 out of 100, o law 5061 entitled “Provisions for the strengthening of sustainable tourism development».
  • With a score of 77.5 out of 100 law 5062 entitled “New System selection of administrations of public sector entitiesstrengthening their effectiveness and other provisions”.
  • With a score of 77.2 out of 100, o law 5067 entitled “Implementation of provisions of Regulation (EU) 2021/784 of the European Parliament and of the Council of 29 April 2021 regarding the preventing the spread of terrorist content online and other regulations of the Ministry of Justice”.
  • With a score of 76.4 out of 100, o law 5053 entitled “To strengthen work – Incorporation of Directive (EU) 2019/1152 of the European Parliament and of the Council of 20 June 2019 – Simplification of digital processes and strengthening of the Work Card – Upgrading the operational function of the Ministry of Labor and Social Security and the Labor Inspection”.

It is typical that in the 5 best laws only 3 amendments were added and voted in total, with only 8 articles in total.

The five best performing ministries in the Quality of Legislation Index for the year 2023 were:

  1. The Ministry of Digital Governance (1 law passed in 2023) with an average score of 79.2 out of 100.
  2. The Ministry of Tourism (1 law passed in 2023) with an average score of 77.3 out of 100.
  3. The Ministry of Development (2 laws passed in 2023) with an average score of 75.6 out of 100.
  4. The Ministry of Immigration and Asylum (1 law passed in 2023) with an average score of 74.3 out of 100.
  5. The Ministry of Shipping and Island Policy (1 law passed in 2023) with an average score of 73.7 out of 100.

The General Director of KEFIM, Nikos Romapas, said: “The five best laws of the past year scored well above the average. This means that good legislation in our country is not something impossible. There are many possibilities for the overall improvement of the quality of legislation in our country, which if we cover them, the results for the quality of democracy, the functioning of the state and the daily life of citizens will be impressive. So we leave 2024 with the hope that in the new year we will see substantial steps in this direction!”.

The Quality of Legislation Index is published by the Center for Liberal Studies and evaluates the overall process of introducing laws that are passed in the national parliament and introduced into the legal order of our country, quantifying polynomiality and misogyny. In this year’s edition, the Index examines the laws passed during the calendar year 2023. In the context of the study, the 549 laws passed in the Greek Parliament from September 2014 to December 2024 have been evaluated. The Index evaluates the quality of legislation and not the actual content of the laws.
