For “inexplicable deactivation of the OPECEPE’s digital payment platforms in the midst of the scandal”, PASOK-Motion Change said in a statement.

As reported by the Digital Policy & Networks sector, the two main digital platforms of OPEKEPE have remained unaccountable in recent hours:

• Transpay.opekepe.gr, through which the reinforcement amounts receive each beneficiary, and
• Dip.opekepe.gr, which relates to the publication of the organization’s total payments.

Access to the two platforms has been completely interrupted, without any warning, technical announcement or official justification.

“These platforms are not optional digital service. They are legally mandatory, under the Regulations (EU) 1306/2013 and 2021/2116, which impose on EU Member States to ensure complete publication of direct aid and payments from the Common Agricultural Policy funds, as a fundamental term of transparency and accountability.

The time of this interruption raises reasonable questions as::

• Greece is already under increased control by the European Commission, due to the findings of extensive irregularities in the management of agricultural subsidies.
• Criminal and administrative investigations are underway.

Despite the severity of the interruption, by the time of writing this Saturday, July 05 at 18:15, there has been no public position or announcement by OPECEPE or the supervising Ministry of Rural Development.

Digital slide is not an option. It is an institutional obligation.

Disabling the two critical information gates, without explanation, injures citizens’ confidence, undermines the country’s institutional obligation towards European rules and creates reasonable suspicions of attempted concealment.

We call the government immediately:

1. To restore platform function.
2. Give public explanations for interruption of access.
3. Ensure that no critical information on payments is hidden, altered or withdrawn.

Technology and digital governance cannot be a tool for communication and control of the image, but a pillar of accountability, transparency and democratic functioning of the state.

The citizen has the right to know. Transparency cannot “close” with a button – especially when everything around her burns. “
