The Minister of National Economy and Finance, in his brief intervention in the Commission, spoke about the modernization of this customs law after 23 years, where the institutional framework is now modernized, customs are digitized, changing the institutional framework in terms of fines and controls. Special mention was made by the responsible minister in the tax provisions of the bill, which – as he said – come and establish relief for citizens and businesses, as well as reforms such as the transfer of SDOE to AADE and the integration of controls.

As part of the hearing of extra -parliamentary bodies, the Commander of the Independent Public Revenue Authority, George Pitsilis, referred to the provision of AADE’s access to all kinds of information on the operation of OPEKEPE and their associates, or those who can, or those associated with them: Provision of aid, data on the functioning of the organization itself, its organizational elements, human resources and information systems it is currently using.

“All this information is extremely useful to us, the Independent Public Revenue Authority, in order to implement in the time they are set, the transition and integration of OPECEPE to AADE,” Mr. Pitsilis underlined, and explained that AADE has gained a great deal of money in the years, oil, state aid to all kinds of disasters) but also an experience that has gained in the years of coronavirus from paying business aid, which reached 10 billion euros through the “Mybnusinsupport” platform.

The Governor of AADE also described the provision of the responsibilities and functions of the SDOE and his staff as “very important” to the Independent Public Revenue Authority and emphasized that this arm is essentially returning to the tax authority. “The goal of the provision is to add powers to multiply results. In the Independent Authority we have developed a great deal of experience with tax audits, and now the lack of controls currently carried out by SDOE – financial audits mainly in execution of prosecutors – integrated into us and ensured this continuity through the preservation of its pre -trial deeds. He also added that all the pending prosecutors will come to the beginning and be completed by the executives who have taken over them today, just to continue the undisturbed audit, which is very important. At the same time – as he specifically pointed out – these executives, as executives of the Authority, will now join the Authority of the Authority and with what this entails, wage, organizational, hierarchically, with the aim of “to summit forces and multiply”.

Since some party representatives have criticized this arrangement – that is, the combination of absorption by AADE, both OPEKEPE and SDOE – on the grounds that “the auditor becomes and controlled”, Mr Pitsilis has made it clear to the members of the committee, The Public Prosecutor’s Office will continue to be continued by the AADE, and if requested by the beginning (now absorbed by OPEKEPE) to execute orders, it is understood that it will execute them. “This transition does not prevent the role of the judicial authorities, with which we are very closely working very closely, in a series of very significant and very impacts in a series of investigations. The AADE Commander spoke of a very important draft law and pointed out in terms of the Customs Code, that it is a legislation that proceeds with a clearance of the Customs Code from obsolete provisions and procedures, since the country is fully harmonized by the Customs Customs Law Reduction of administrative burden.

Mr Pitsilis made particular reference to the reforms related to the digitization of signature for customs audits, a measure of more than 80,000 inspections per year, to cease the various prints and trafficking in the system. As Mr Pitsilis informed, it concerns at least 400,000 truck entrances and a total of over 1.5 million vehicles, which proves that the digitization of this process is extremely important. In addition, the process of supplying ships and aircraft is being digitized and simplified, in order to be able to end two days today to end in less than two hours. A digital register of distilleries and two -day small distillers is also created to modernize the framework of monitoring of these traders involving about 2,700 distilleries and 23,000 distillation licenses. “It is a very important issue that is very much concerned with two -day distillers across the country,” he noted.
