The Chamber of Deputies approved this Tuesday (28) the National Sport Plan provided for in the Pelé Law and which prohibits the contingency of sports resources from the collection of federal lotteries.
The text also changes the allocation of lottery resources to include funding for actions aimed at the practice of physical education in schools and to encourage physical activity.
The proposal, which goes to the Senate, was approved in a symbolic vote.
The National Sport Plan has eight principles, among them the valorization of sport practice for the integral development of the human being, the collaboration between public and private agents for the development of sport and the articulation and cooperation between federative entities.
Among its objectives, PNEsporte is to democratize and universalize access to sport, to combat sedentary lifestyle by encouraging the creation of communities and active environments, to combat prejudices of origin, color, age, belief, as well as moral harassment and sexual abuse in sport. .
The bill amends the law that deals with the National Public Security Fund to prohibit the contingency of resources destined for sport from the collection of federal lotteries — today, the law only prohibits contingency of resources from the FNSP.
The text also changes the destination of the proceeds from the lottery collection of numerical predictions —such as the Mega-Sena— to provide 1.44% for the federal executive body responsible for the sports area.
In addition, it also determines that, of the 3.53% allocated to the extinct Ministry of Sport, 1.05% be allocated to actions aimed at meeting guidelines 1 and 2 of the Plan. 1 aims to ensure access to the practice and culture of physical education and sport in basic education schools. 2 seeks to encourage the practice of physical activity and sport.
One of the goals stipulated by the Plan is that all basic education students practice physical education at least three times a week.
Another guideline, 3, seeks to promote performance sports, free of doping, from the grassroots to the high-performance categories, “to project the country as world sporting excellence.”
Within this, there is a target that determines the participation of at least 70% of the country’s sports qualified for the Olympic Games and another that foresees keeping the country among the top three in the medal table in the Military World Games.
The project also sets the goal of expanding direct funding to grassroots and student athletes, prioritizing individual modalities and Olympic sports. Another objective is to condition the participation of states and municipalities in federal programs in the area of sport to the elaboration of their corresponding sport plans or to the adequacy of plans already approved by law.
The Plan seeks to promote men’s and women’s soccer, amateur and professional, as well as futsal and beach soccer, from grassroots to high-performance categories.
In addition, it has as another goal to propose a bill for the creation of the Football Statute to regulate the activities of the modality.
