The most questioned name on the list of the Brazilian team for the World Cup, right-back Daniel Alves won the contest that he was the target of in the TCU (Union Court of Auditors) for the agreement signed through a “shelf NGO”.

The court considered the signing of an agreement worth R$ 3.5 million with the National Sports Department, signed at the end of last year, to be legal. After the decision, in July, the side’s entity closed a new project with the federal government, worth R$ 1.9 million, based on an amendment by deputy Orlando Silva (PC do B).

During this period, the side of the selection also declared support for the defeated candidate for reelection of President Jair Bolsonaro.

Such as Sheet revealed in April, Daniel Alves took over an inactive NGO to circumvent the legal requirement of having more than three years for entities to sign agreements with the federal government.

The side of the selection kept the agreement in force and was the subject of representation by the Public Ministry with the TCU after the report. The Prosecutor’s Office asked for the suspension of transfers to the entity.

The R$ 3.5 million agreement signed in December 2021 aimed to install three 3×3 basketball centers in Bahia, Pernambuco and the Federal District. The federal budget was obtained through an amendment by the budget rapporteur, at the request of deputy Celina Leão (PP-DF).

The agreement was signed by the DNA Institute, chaired by Daniel Alves as of May last year. Until that date, the entity was called the Leadership Institute and was responsible for Leandro Costa de Almeida, a former basketball coach. He stated that the NGO had been inactive for five years, after carrying out some social projects financed by private support.

Leandro said he was contacted by a mutual friend with Daniel Alves and that he gave up the entity after hearing the right-back’s plans. “Why won’t I give in [a entidade] for someone who wants to do good?”

Before assuming Leadership, Daniel Alves had already founded his own institute with his name in March 2021. According to the technical director of the NGO, Rodrigo Valentim, after the foundation of this entity, it was necessary to have three years to sign agreements with the federal government.

“When we studied the process for raising funds, we saw that there was a deadline. We went looking for some entities to make partnerships”, said Valentim.

The Public Ministry with the TCU questioned the use of the so-called “shelf NGO” to sign the agreement.

The technical area of ​​the court identified that the DNA Institute, formerly called Leadership, did not record any payment of compensation to employees in the Establishment Registry
Employers (CEE) or in the Annual Report of Social Information (RAIS).

“It may constitute an indication of the structural fragility of the referred institute”, wrote the technicians of the court.

The opinion also states that the Sports Department should have asked the NGO for information on similar projects carried out by the entity.

Despite the weaknesses, the TCU understood that there were no irregularities in the agreement and shelved the representation. I only determine that the National Sports Department verifies the technical capacity of the entities that sign agreements with the Ministry.

Data from the federal government indicate that the money has not yet been released to the entity and the project has not yet been executed. When contacted, the National Sports Department and Valentim did not respond to questions in the report.

In August of that year, the DNA Institute managed to sign a new agreement for the creation of 3×3 basketball centers in 30 schools in the state of São Paulo. The funds were obtained from an amendment by deputy Orlando Silva (PC do B).

“I don’t know Daniel Alves personally. A project was presented by managers I met at the time I worked in the Ministry of Sports”, said the deputy.
