Nottingham Forest’s statement-response to the points deduction punishment imposed on them

An official position on the four-point deduction punishment imposed on her by the Premier League, she took Nottingham Forest.

Nottingham Forest’s announcement in detail:



“Nottingham Forest are extremely disappointed with the Committee’s decision to impose a four-point penalty on the club, with immediate effect.

Despite our disappointment, we thank the Commission for agreeing to deal with this matter on an expedited basis. The club considers it necessary for the integrity of the league to resolve disputes in the season in which they arise. We were extremely disappointed by the tone and content of the Premier League’s submissions to the Commission.

After months of discussions with the Premier League and an excellent partnership throughout, this was unexpected and hurt the trust and confidence we had in the Premier League. That the Premier League sought an eight-point penalty as a starting point was completely disproportionate compared to the nine points set by its own insolvency rules.

We were also surprised that the Premier League didn’t take the club’s unique circumstances and mitigating factors into consideration. In cases where this approach is followed by future commissions, it would make it extremely difficult, if not impossible, for newly promoted clubs to compete without the Premier League’s extra payments, thereby undermining the integrity and competitiveness of the league.

While the Premier League may have questioned the club’s business plan, the club maintains that it has responsibly balanced PSR compliance with significant investment in the squad to enable us to compete in the league for the first time in over 20 years.

Even after the club had missed the PSR deadline, they were still taking steps to ensure Brennan Johnson was sold before the end of the transfer window. This was a clear demonstration of our respect and support for PSR.

The Commission’s decision raises issues that concern all clubs. Player transfers are a highly specialized trading environment that cannot be compared to selling normal products and services.

There will be cases where a player transfer cannot be completed in the first half of a transfer window and can only be completed at the end of that window. This should not be a reason to condemn a club. For this not to be recognized by the Commission or the Premier League, should be a matter of extreme concern to all fans of our national game.

Of wider concern to all clubs is the worrying effect this decision will have on the operation of the player transfer model. This is the only model by which clubs outside a small group of clubs at the top of the Premier League can realistically progress up the football pyramid.

The Commission’s rationale is that clubs should only invest once they have made a profit from developing their players. This rationale destroys mobility in the football pyramid and the result of the decision will be to drastically reduce the room for maneuver of all these clubs, leading to the stagnation of the national game.

We believe that the high levels of cooperation shown by the club during this process, which are confirmed and recorded in the Commission’s decision, were not appreciated by the Premier League.”.
