As the aim of these measures is to enhance the economic viability of a group and increase transparency between groups involved.
This announcement states that there will also be a salary cap but from the 2027-28 season, the largest contract that a team can have and the budget it has to have as well as the restrictions on it, depending on how it participates in the league.
In detail the announcement:
“EuroLeague Basketball has officially announced the implementation of competitive balance standards (CBS), an integrated set of regulations designed to enhance the applicable financial stability and FAIR PLAY (FSFPR) regulations. The new measures, which are to come into force in the 2025-26 season, aim to boost economic viability, promote competitive balance, prevent inappropriate practices and increasing transparency between participating clubs, while aligning the goals of all stakeholders.
As presented in September, CBS ensures equal levels of remuneration in all clubs based on collective revenue. This framework establishes a structured athletes’ compensation system to maintain financial balance while harmonizing the impact of different tax models that coexist in the league, valued indicators in net amounts. The 2025-26 season marks the initial phase of a progressive implementation process, culminating in full implementation until the 2027-28 season.
Basic fiscal regulations:
CBS will introduce the means specified revenue for licensed teams (ALCDR) – including racing day profits, commercial revenue and other revenue, from EuroLeague licensed club expenditure on players’ fees.
Low, basic and high earnings levels calculated as a percentage of ALCDR will include the following adjustments for the 2025-26 season:
• 2025-26 Media specified Revenue for Licensed Groups (ALCDR): Calculated before each season for a period of three seasons – 19,489,944 €.
• 2025-26 Low level of remuneration (LRL)-The minimum net expense required for club pay to players, which varies with the type of club license:
• Licensed Associations: 30% of ALCDR – 5.846.983 €
• Connected Associations through a Wild Card: 24% of ALCDR – 4,677,587 €
• Connected Associations via Eurocup: 21% of ALCDR – 4.092.888 €
• Basic Remuneration Level 2025-26 (BRL)-The net amount that each participating club can spend on the remuneration of registered players, with the exception of players coming in the year (U23 Players), U23 Players, Extended Players (Extended-Tenure Players) Long-Term Unavailability and Medium-Range Excepts.
o 40% ALCDR – 7,795.978 €. As the basic pay level is lower than the minimum specified, the BRL for the 2025-26 period will be € 8,000,000.
• High level of remuneration (HRL)-will be in force from the 2027-28 season. The HRL determines the net amount that each club can spend on the remuneration of registered players, including the Anchor players, and excluding U23 players, extensive term players, long -term non -availability and medium -wide exemption.
To ensure financial justice, the Competitive Balance Compensation (CBC) will also be introduced in 2025-26. This system serves as a financial mechanism designed to redistribute funds collected by clubs exceeding BRL and HRL. These funds will be equal to weaker clubs at the end of the season. During the transitional period, the CBC will apply exclusively to clubs that exceed BRL, as the HRL remains unlimited to facilitate smooth adaptation to the new regulations.
Euroleague remains committed to promoting an economically sustainable and competitively balanced environment, ensuring long -term growth and transparency for all stakeholders. The CBS framework marks a key step in achieving these goals, laying the foundations for a more stable and fair future in European basketball.
