THE Single digital maphis first major IT project Recovery and Resilience Fund implemented by the Technical Chamber of Greece (TEE), it has acquired international distinction as a pioneering hub of technology and innovation, deserving our country at the “2025 Witsa Global Awards”.
By awarding the distinction in the class Digital Opportunity / Inclusion (“Digital Opportunity/Integration”), the TEE presents all its important digital works at this year’s Thessaloniki International Exhibition, highlighting its role in the country’s digital transition.
As the President of the TEE notes, George Stasinosinternational distinction certifies that: “This is a flagship reform that belongs to Greece. International recognition comes to highlight the role of the Technical Chamber and the Greek Engineers in digital transformation ». He invites citizens to get to know TEE digital projects at the 89th TIF 89th to 14th to 14th September 2025.
THE Single digital map It was an initiative, design and implementation of the Technical Chamber of Greece. It was produced in May 2024 in collaboration with the Ministry of Environment and Energy and presented in the presence of Prime Minister Kyriakos Mitsotakis.
It is a modern national GIS platform, regulated institutionally, providing a common digital map for all public administration and citizens. To him are imprinted on all the ‘Institutional Lines’that is, the necessary geospatial data for the licensing of each investment.
In the near future, the posting of all decisions of urban interest on the single digital map will be mandatory, and after the completion of local and special planning plans, the total benefits for society will be visible.
International Recognition for Greece’s Digital Transformation
George Stasinos points out that: “The Technical Chamber of Greece is leading the digital transformation and is now found by the international community”. As he underlined, as early as 2018, the TEE presented its vision of the single digital map, which today functions as a guide of good practices for other countries.
The main objective of the project is for every citizen, an engineer or investor, to have easy access to integrated and institutionally safe information about what is permitted or prohibited in every part of Greece, promoting transparency; speed and less bureaucracy in transactions with the state.
The single digital map is considered a dynamic and valuable tool that will continue to be upgraded and enriched as a key pillar for the technical community, citizens, investors and public administration.
The contribution of Prime Minister Kyriakos Mitsotakis, as well as successive Ministers of Environment, Digital Governance, Development and Investment, who supported the project institutionally and strategically, is also recognized, contributing to the digital transformation of the state.
The benefits of the single digital map
The single digital map platform offers Online “One Position” services To citizens, engineers and public officials, providing access to critical spatial information. In addition, it lays the groundwork for training artificial intelligence systems to support urban planning decisions.
Among the information provided are:
- Existing spatial and urban planning
- Area protection status
- Structured environment and terms/restrictions of building
- Ownership status and objective real estate values
- Archaeological Land Registry and ELSTAT data
Already the single digital map has measurable benefits such as:
- More than 70,000 urban charts have been digitized and integrated into the platform, ensuring the maintenance of urban planning legislation.
- The obstacles to the involvement in design processes are significantly reduced, especially for those who do not have immediate access to legal or spatial tools.
- Citizens and investors can be autonomously informed where and how they can build, invest or protect their land without intermediaries.
The single digital map solves the lack of accessibility to regulatory and spatial data, constituting a functional model for a more inclusive, digital approach to land and urban planning. Promotes the Equality to access to information and can be used as a driver for other countries.
Open Data Philosophy, Citizen’s Court Design and the accessible tools of the single digital map are an example to imitate a fair digital transition at national and international level.
