Inesc (Institute of Socioeconomic Studies) published a survey this week, in which it showed the disinvestment in all strategic areas for the country’s growth. There were billions of reais that could be invested in health, infrastructure, sanitation and in so many other fundamental areas. Dismantling is widespread.
In Education, the financial execution of the authorized budget continued to decline between 2019 and 2021, that is, in the period of the current government. The numbers are stratospheric: there was a reduction of R$18 billion in the area’s committed budget, which fell from R$141 billion to R$123 billion, in values ​​adjusted by the National Consumer Price Index (IPCA).
Only federal higher education recorded a decrease in the executed budget of R$ 6 billion, from R$ 40 billion to R$ 34 billion. The amount allocated to infrastructure for schools fell from R$561 million to R$460 million.
At the FNDE (National Fund for the Development of Education), locus from the scandal of the bibles and the kilo of gold traded by pastors within the Ministry of Education, with Bolsonaro’s consent, the leak was R$5 billion.
The resources of this fund, the result of an immense struggle by Brazilian society, should be used to improve education and build schools, however, what we find is that the FNDE has become the epicenter of one of the greatest abuses of the Brazilian educational system. , with serious deviations in its purpose.
The detailed information presented by Inesc elucidates the inability of planning and execution by the federal government, compromising the future of thousands of young people and children.
One of the most compelling questions in the face of all this dismantling of Education is: after all, how to measure the damage to the Education of our children and young people during the Bolsonaro government? What could be done if this resource hadn’t been bypassed or cut?
In a very objective answer, it is possible to indicate some fundamental and extremely necessary actions: the construction of more daycare centers and schools, measures that would make it possible to increase the number of enrollments at all levels and types of education, improvements in infrastructure and in school equipment. , improvements in the working conditions of teachers and support for the National High School Examination (ENEM), so that, more and more, young people can fulfill their dream of entering the university and expand their perspectives for the future.
The actions also include the expansion of admission vacancies in higher education as a whole and support to universities and federal institutes, in addition to strengthening aid for student permanence to students in greater vulnerability.
Resources to recover deteriorated universities, guarantee sanitary conditions to prevent and combat covid-19 in schools and universities, provide continuing education programs for teachers, especially based on new technologies, expand the offer of scientific and technological initiation scholarships to students at all levels of education.
In the case of federal universities, a robust budget could ensure research and strengthen science in general. There would be encouragement and support for the continuity of research that is important in the area of ​​health, including the development of vaccines and other projects.
As if that weren’t enough, we could change the situation of research, master’s and doctoral scholarships, which have been without readjustments for more than 9 years, which has also created a situation of impoverishment and emptying of graduate studies in the country.
This is just the beginning of a huge list. How many resources can still be cut to benefit an economic policy that does not contribute to the growth of the nation? How many resources can still be diverted to schemes that do not respect Education, the Federal Constitution and the future of the country?
Education is one of the foundations for the dignified existence of a people, and therefore it must be preserved. It is urgent to change the course of this ill-fated history!
