A man was found pulling a wheelchair on a busy street while riding an electric scooter.
A “reckless” scooter driver was filmed in Newham, east London, along the A117, moaning, holding a pram with one hand and maneuvering the scooter with the other.

Phyllis Smith was home from work on July 11 when she found a man.
A 19-year-old Newham man said he scared passersby on roads lined with grocery stores, schools and offices.
Philis, who decided to film the incident, said: I don’t know why
“I was walking home from work and there was this guy who was literally riding a scooter and pushing a stroller. He was just riding a scooter.
“Someone in the area knew that the road met the A13, so if you get on the motorway or go straight on, you will be in the bus lane.
“Under that circumstance, he was very confused as to why he did it. He just continued.”
“Not everything is safe. It was an interesting sight to say the least.”
Philis said they were just as worried as she was when she showed the pictures to her parents.
“People just watched,” he added.
“I was seeing people like ‘Are you seeing what I’m seeing?’
“It doesn’t even have a handle on the car, it has a hood.”
After filming the incident, Philis shared the footage online to see what others did with it.
Some people on TikTok said that the baby may not be in the stroller, but that is not important, it is important why he uses the stroller when he is on an electric scooter on the road.
“Unfortunately, I didn’t know if it was a bag or a blanket. [in the pram]But from my memory, it looked like a blanket.
Social media users are divided on disturbing images. Some suspect the incident is “dangerous”, while others suggest it may have been collected by an online seller.
One user said: “This is a stupid man.”
