In total, EU restrictive measures in relation to actions that undermine or threaten the territorial integrity, sovereignty and independence of Ukraine now apply to a total of 1212 individuals and 108 entities.

The Council decided to impose restrictive measures on an additional 54 individuals and 10 entities in response to the ongoing unjustified and unprovoked Russian military aggression against Ukraine. This decision is added to set of sanctions “conservation and alignment” adopted by the Council on 21 July 2022.

People mentioned include senior members of the political or cultural establishment, such as members of the state and provincial parliaments, local politicians such as the mayor of Moscow, Sergey Sobyanin. Also mentioned are high-ranking military leaders, politicians appointed to Ukrainian territories invaded by Russia, members of Nightwolvesof a nationalist motorcycle club, propagandists and top businessmen, the Council’s statement said.

The entities on which they have been imposed sanctions include Sberbanka major financial institution, the Nightwolves, companies active in the military or shipbuilding industry or involved in the theft of Ukrainian grain, and a number of entities that have spread pro-Kremlin and anti-Ukraine propaganda.

Due to the fact that the Syrian regime is providing support – including military support – to Russia’s unprovoked and unjustified military attack against Ukraine, the Council also decided to list six individuals and one entity involved in the recruitment of Syrian mercenaries to fight in Ukraine with the Russian troops.

Overall, the EU restrictive measures in connection with actions that undermine or threaten the territorial integrity, sovereignty and independence of Ukraine now apply to a total of 1212 individuals and 108 entities. Those identified are subject to an asset freeze and EU citizens and companies are prohibited from holding funds in them. Natural persons are additionally subject to a travel ban, which prevents them from entering or passing through EU territories.

In order to hold the Syrian regime fully accountable for its role in Ukraine, the Council also lists four additional individuals and one entity under a separate sanctions regime related to restrictive measures in view of the situation in Syria. These include a high-ranking military official involved in the recruitment of Syrian mercenaries to fight in Ukraine on Russia’s side, individuals who benefit from or support the regime and a leading businessman operating in Syria.
