New rights for a better work-life balance in the EU come into force

The work-life balance directive aims to increase i) the participation of women in the labor market and ii) the use of the right to family leave and the right to flexible working arrangements.

From today, all Member States must apply at EU level the work-life balance rules for parents and carers, which were adopted in 2019.

These rules set minimum standards for paternity leave, parental leave and carer’s leave. They also introduce additional rights, such as the right for concerned citizens to request flexible working arrangements, which will help them continue their career and family life without having to sacrifice either. These rights, which are added to existing maternity leave rights, were enshrined in the framework of the European Pillar of Social Rights and their establishment is an essential step in building a Union of equality.

The work-life balance directive aims to increase i) the participation of women in the labor market and ii) the use of the right to family leave and the right to flexible working arrangements. Overall, the employment rate of women in the EU is 10.8% lower than that of men. Furthermore, only 68% of women with caring responsibilities work, compared to 81% of men with the same responsibilities. The directive provides workers with periods of leave to care for family members who need help and generally ensures that parents and carers can combine work and private life.
