Four people died in flash floods triggered by torrential rains that ended a sixteen-month drought in Monterrey, the industrial capital in northeastern Mexico, where authorities had been forced to implement water rationing.

The victims — two women, a man and a child — were lost when a torrent swept away the car they were riding in, the Civil Protection explained in a press release.
