Russian forces are striking Ukrainian army positions in the Kharkiv region with precision strikes, the Russian Defense Ministry claimed earlier today.

The governor of Kharkiv region in northeastern Ukraine reported blackouts and water cuts in many areas, saying Russian forces had hit strategic infrastructure.

Posts on social networking sites said the strikes were carried out by airborne forces, missiles and artillery.

Reuters, which relayed the announcement, was unable to confirm these claims.

Meanwhile, the governor of Russia’s Belgorod region, which borders Kharkiv province, claimed that “thousands” of people had fled to Russia in the past 24 hours due to heavy fighting.

“It wasn’t the easiest night, it wasn’t the easiest morning. In the last 24 hours, thousands of people crossed the border,” Vyacheslav Gladkov said in a video he posted on Telegram.
