The 35-member Board of Governors The UN’s nuclear watchdog (International Atomic Energy Agency — IAEA) today adopted a resolution demanding that Russia end its possession of its nuclear power plant. Zaporizhia in Ukraine, said diplomats who participated in the closed-door meeting.

It is the second resolution passed by the IAEA on Russia’s invasion of Ukraine and their contents are very similar, although the first resolution in March preceded the seizure by Russian forces of the Zaporizhia plant, the largest nuclear power plant in Europe.

Both resolutions were proposed by Canada and Poland on behalf of Ukraine, which does not sit on the council, the IAEA’s top policy-making body that meets more than once a year.

The text, which states that the council calls on Russia to “immediately cease all actions against, and at, the Zaporizhia Nuclear Power Plant and any other nuclear facility in Ukraine,” passed with 26 votes in favortwo against and seven abstentions, diplomats said.

Russia and China were the two countries that voted against, while Egypt, South Africa, Senegal, Burundi, Vietnam, India and Pakistan abstained, they added.

The council “condemns the Russian Federation’s persistent violent actions against nuclear facilities in Ukraine, including the continued presence of Russian forces and (Russian nuclear energy agency) Rosatom personnel at the Zaporizhia Nuclear Power Plant,” the text of the resolution reads.

Russia and Ukraine accuse each other of bombing the station.

Russia’s mission to the IAEA said “the Achilles heel of this resolution” is that it says nothing about the systematic bombing of the station.

“The reason is simple — this bombing is carried out by Ukraine, which is supported and protected by Western countries in every possible way,” he said in a statement.

The resolution adds that the possession of the station by Russia significantly increases the risk of a nuclear accidents. Ukrainian personnel continue to operate the station under conditions that the IAEA says jeopardize the safety of the facilities.

“This Council took up the matter in March and adopted a resolution condemning Russia’s violent actions and calling on Russia to immediately cease all actions against and at nuclear facilities in Ukraine and return their control to the relevant Ukrainian authorities,” it said. the US statement to the council.

“The very next day, Russia rejected that call by seizing the Zaporizhia Nuclear Power Plant. Russia is treating Ukraine’s civilian infrastructure as a military prize, seeking to deprive Ukraine of control over its own energy resources and use the plant as a basis for military action against Ukraine,” the text of the resolution added.
