US-Russia nuclear communication “channel” – What the Kremlin said

Putin said last week that Moscow was prepared to use nuclear weapons as he announced a military buildup that threatens to further escalate the seven-month-old conflict in Ukraine.

The Kremlin said today that there were “sporadic ‘contacts'” with the United States on nuclear-related issues, days after President Vladimir Putin said he was “not bluffing” when he said he was ready to use nuclear weapons if he felt that the territorial integrity of Russia will be threatened.

Kremlin spokesman Dmitry Peskov said the two sides maintain a limited open dialogue channel that allows “urgent exchange of messages” between the world’s two biggest nuclear powers.

“There are channels for dialogue at the appropriate level, but they are very sporadic in nature. At least they allow the exchange of some urgent messages about the positions of the other side,” Peskov told reporters.

Putin said last week that Moscow was prepared to use nuclear weapons “to defend Russia and our people” as he announced a military buildup that threatens to further escalate the seven-month-old conflict in Ukraine.

The United States warned Moscow on Sunday that there would be “catastrophic consequences” if it uses nuclear weapons in Ukraine.

US National Security Adviser Jake Sullivan said the United States would “respond decisively” if Russia were to develop similar weapons against Ukraine. He did not elaborate publicly, but said Washington had privately told Moscow “in greater detail what that might mean.”

Peskov declined to comment when asked what the United States meant when it spoke to Russia of “catastrophic consequences.”
