Russian President Vladimir Putin recognized Ukraine’s Zaporizhia and Kherson regions as independent states, according to presidential decrees released by his services late Thursday, a necessary intermediate step on the eve of formalizing their annexation into the Russian Federation.

Russia recognized the independence of the Donetsk People’s Republic and the Lugansk People’s Republic at the request of their pro-Russian separatist leaders in late February, shortly before the start of the Russian military invasion of Ukraine.
Earlier this month, the four regions held referendums, which Kyiv and its Western allies consider illegal, to join Russia.
A ceremony to formalize their accession will be held at 15:00 (Greece time) in the Kremlin.
