The city of Donetsk has been under the control of the Russian-backed self-proclaimed Donetsk People’s Republic since 2014. Russia last month annexed Ukraine’s Donetsk, Luhansk, Kherson and Zaporizhia regions, further expanding Russian territory to at least half a century.

Moscow declared the annexation of these Ukrainian territories after holding what it described as referendums in occupied areas of Ukraine. Western governments and Kyiv denounced the votes as violating international law, coercive and unrepresentative.
