Specifically, the EU Council decided to impose sanctions on eleven individuals and four entities in Iran responsible for serious Human Rights violations and the violent response to the recent protests in the country. These individuals and entities are added to the list of names already subject to restrictive measures under the current Iran human rights sanctions regime.
The sanctions list includes those responsible for Mahsha Amini’s death, namely Iran’s Moral Police and two of its key figures, Mohammad Rostami and Hayahmad Mirzai. In addition, the EU designates the Iranian Law Enforcement Forces (LEF), as well as some of its local leaders, as having a role in the brutal suppression of the protests. In addition, the EU lists Isa Zarepour, Iran’s Minister of Information and Communications Technology, as responsible for shutting down the Internet.
The measures imposed today consist of a travel ban and asset freeze. In addition, EU citizens and companies are prohibited from allocating funds to the individuals and entities on the sanctions list. Iran’s human rights sanctions regime also includes a ban on exports to Iran of equipment that could be used for internal repression and equipment to monitor telecommunications.
The list now includes a total of 97 natural persons and 8 entities.
The EU and its Member States condemn the widespread and disproportionate use of violence against peaceful protesters. “This is unjustified and unacceptable. People in Iran, like anywhere else, have the right to demonstrate peacefully and this right must be guaranteed in all circumstances,” the EU Council statement said.
“The EU expects Iran to immediately stop its violent crackdown on peaceful protesters, release those detained and ensure the free flow of information, including access to the Internet. In addition, the EU expects Iran to clarify the number of deaths and arrests and to provide due process to all detainees. The killing of Makhsa Amini must be properly investigated and anyone found responsible for her death must be held accountable,” the EU Council statement concluded.
