Russia: US-NATO treaty proposals on security guarantees made public

Speaking to reporters in Moscow online, Deputy Foreign Minister Sergei Ryabkov said that Russia was no longer willing to accept the current situation and that Moscow and the West needed to start building relations from the beginning.

The two texts, entitled “Treaty between the United States and the Russian Federation on Security Guarantees” and “Agreement on Measures to Ensure the Security of the Russian Federation and its Member States”, mainly provide for the prohibition of any further enlargement. Alliance and the establishment of US military bases in the countries of the former Soviet Union, was announced by the Russian Foreign Ministry.

According to the Russian news agency RIA, among the security guarantees that Russia is asking from the West are promises to stop any military activity in Ukraine and Eastern Europe and the further expansion of NATO.

However, Russian Deputy Defense Minister Sergei Ryabkov was quoted by another Russian news agency, Interfax, as saying that the US and NATO have so far rejected the ideas and that their response is not encouraging.

Moscow submitted its proposals to the United States this week amid growing tensions over the deployment of Russian troops near Ukraine. Western countries have warned that Russia may be preparing to launch a new attack on Ukraine, which Moscow denies.

The RIA summarized the main points of the Moscow proposals as follows:

– To rule out any further NATO expansion and Ukraine’s accession to the alliance.

– Do not deploy additional troops and weapons beyond the countries in which they already existed in May 1997 (ie before any Eastern European countries join the alliance) – except in exceptional cases with the consent of Russia and NATO members.

– Stop all NATO military activities in Ukraine, Eastern Europe, the Caucasus and Central Asia.

– Do not deploy medium and short-range missiles at points from which they can hit the ground on the other side.

– Do not conduct high schools with forces larger than one brigade in an agreed border zone and exchange information on military high schools regularly.

– Reaffirm that the parties do not regard each other as adversaries and agree to resolve all disputes peacefully and to refrain from the use of force.

– Commit not to create conditions that could be considered a threat by the other party.

– Establish “red” hotline telephone lines for emergency contacts.
