EU: Ninth package of sanctions against Russia

“Today, we are stepping up the pressure on Russia, with a ninth package of sanctions,” Commission President Ursula von der Leyen stressed in her message.

The European Commission proposes a ninth package of sanctions against Russia. In particular, the President of the Commission Ursula von der Leyen states that “Russia continues to bring death and destruction to Ukraine. It deliberately targets civilians and civilian infrastructure, seeking to paralyze the country in early winter. We stand by Ukraine and make Russia pay for its cruelty.”

“The eight sanctions packages we have imposed so far are already harsh. Today, we are intensifying the pressure on Russia, with a ninth package of sanctions,” she emphasizes in her message. The European Commission proposes to add “almost 200 additional individuals and entities to the sanctions list”.

“This includes the Russian armed forces, as well as individual officers and defense industrial companies, members of the State Duma and the Federal Council, ministers, governors and political parties, among others. This directory covers key figures in Russia’s barbaric and deliberate missile attacks on civilians; in the abduction of children from Ukraine to Russia and the theft of Ukrainian agricultural products,” notes Ursula von der Leyen. The Commission also proposes “imposing sanctions against three additional Russian banks, including a complete ban on trading at the Russian Regional Development Bank to further paralyze Putin’s cash machines.” The President of the Commission points out at the same time the imposition of new controls and restrictions on exports, especially for dual-use goods.

“This includes basic chemicals, nerve gases, electronics and IT components that could be used by the Russian war machine,” he clarifies. In addition, it is proposed to cut off Russia’s access to all types of drones and unmanned aerial vehicles.

“I suggestby banning direct exports of drone engines to Russia and exporting to any third countries, such as Iran, that could supply Russia,” Ms. von der Leyen points out.

“We will also target the Russian propaganda machine cutting four additional channels off the air and all other distribution platforms” he adds.

Among the new penalties are “further economic measures against the Russian energy and mining sectorincluding a ban on new mining investment in Russia.”

The President of the Commission underlined that the ninth package of sanctions “is in addition to the total ban on the import of Russian oil from the EU that came into force this week as well as the global oil price ceiling agreed between the G7”.

“International cooperation against Russia’s war has never been stronger,” he concludes.
