The Duma is preparing higher taxation of Russians who left the country

About 700,000 Russians fled the country after the conscription announcement

“The lower house of the Russian parliament is preparing a law that would provide for higher taxation for those Russians who have left the country, as many have done since the war began in Ukraine in February”, said the President of the State Duma Vyacheslav Volodin.

“It is right to cancel preferential taxation for those who have left the Russian Federation and provide for an increased rate of taxation for them,” Volodin wrote on the Telegram messaging app.

“We are working to make the appropriate changes in the legislation,” he added.

The number of Russian who have left Russia after the start of the war is not clear.

In early October, some local media reported that up to 700,000 civilians had fled the country following the announcement in September of the conscription of up to 300,000 civilians to fight. The government had rejected this number at the time.

In Russia, 13% of personal income tax is automatically withheld by local employers. Russians working abroad who are taxed in Russia must pay the tax independently, according to the Russian Federal Tax Service.

“It’s completely understandable why they left,” Volodin said. “Those who realized they made a mistake have already returned. The rest should understand: the vast majority of society does not support their action and believes that they have betrayed their country, their relatives and their friends.”
